In 2015, the government continued to introduce a number of favorable policies. In January, the State Council issued the Opinions of the State Council on Promoting the Innovative Development of Cloud Computing and Cultivating New Business Formats of the Information Industry, calling for accelerating the development of cloud computing and creating new business formats of the information industry. On March 5, Premier Li Keqiang put forward the "Internet+" strategy in the government work report, which will promote the combined development of mobile Internet, cloud computing, big data, Internet of Things and other traditional industries to the national level. On May 20, the State Council issued the Guiding Opinions on Accelerating the Construction of High speed Broadband Networks and Promoting Network Speed Increase and Fee Reduction, which requires accelerating the construction of high-speed broadband and network infrastructure, further increasing speed and fee reduction, and improving service levels. In September, the State Council issued China's first big data national action plan, the Notice on Printing and Distributing the Action Plan for Promoting Big Data Development, which sets out the goals that China should achieve in the development and application of big data in the next five to ten years. The frequent introduction of relevant policies shows the country's determination to vigorously promote the development of cloud computing, big data and other emerging industries, and provides policy guarantees for the development of China's information technology, data centers and other infrastructure.

At the initial stage of development, the domestic IDC market grew rapidly, with the overall scale maintaining a growth rate of 30% over the previous year. However, it was precisely because of this brutal growth mode that many unstable factors were buried for the subsequent development of the industry, such as mixed service providers, low technical level, weak service awareness, serious product homogeneity, insufficient innovation ability and other issues. However, with the gradual landing of cloud computing, all kinds of cloud services began to flow into the user market, and more and more IDC service providers were deeply aware that the original extensive operation could not meet the needs of users, and began to seek transformation to refined operation.

In the wave of Internet+, as the overall situation of IDC industry is optimistic, the construction of domestic data centers will continue to be hot in 2015. China Unicom will plan to build ten cloud data centers this year, and the total number of frames is expected to exceed 250000. China Telecom is also striving to build a 2+8+X data center pattern. China Mobile, which is relatively backward in data center construction, will not be outdone this year. It will invest 4.5 billion yuan to build a large data center in Henan to support its demand for cloud services. besides, BAT and other large Internet enterprises are also enthusiastic about the layout of data centers, and have invested heavily in the layout of data centers.

With the continuous hot construction of the data center, domestic IDC service providers have also become popular in the capital market. In 2015, IDC service providers such as Zapp Technology, Aofei Data, Jing'an Network and Tianjian Co., Ltd. were successfully listed. At the same time, cross-border integration has also become a hot spot this year. IDC service providers such as Enterprise Business Online, Gaosheng Technology, Senhua Yiteng have won the favor of traditional industry giants and obtained huge investment. Traditional industries obtain entry volumes of cloud service market through investment or acquisition of IDC service providers, IDC service providers obtain a large amount of funds through listing or financing, thus increasing research and development and innovation in data center construction and product technology, which helps to improve the comprehensive service capability and competitiveness of IDC service providers.

In 2015, with the joint efforts of the government and the upstream and downstream industries, a new data center industry ecosystem with IDC+as the core is gradually being established. Cross border cooperation, industrial integration, and openness and win-win have become the theme of industry development.

From 2005 to 2015, China's IDC industry has grown from the initial stage to maturity, from barbaric growth to industrialized development. Step by step, China's IDC industry annual ceremony and China's IDC industry have grown together, becoming the largest and most influential landmark event in the field of cloud computing and data center in China.
