Liu Duo: Promote industry standardization and improve comprehensive service capability

The conference was guided by China Academy of Information and Communication, Cloud Computing Development and Policy Forum, Data Center Alliance, hosted by the Organizing Committee of China IDC Industry Annual Ceremony, organized by China IDC Circle, and strongly supported by various multimedia.
As the largest and most influential landmark event in the field of cloud computing and data center in China, the annual China IDC industry ceremony has been successfully held for nine times before. At this session, the size and scale of the conference are "even higher", which has attracted a large number of on-site personnel, and its influence comprehensively covers data center, Internet, cloud computing, big data and other fields.
At the meeting, the relevant leaders of the Ministry of Industry and Information Technology, IDC enterprises, telecom operators, Internet enterprises, equipment manufacturers and other industry elites gathered to cook wine and talk. Liu Duo Dear Director Chen Jiachun, distinguished guests, ladies and gentlemen, good morning!
First of all, I am very glad to come to the annual ceremony of China's IDC industry again. This year is the tenth year and has gone through a decade of development. Today, the number of people who registered for the conference has reached a new high, which is said to be 8000. This number shows that our industry is unanimously optimistic about the development momentum of the data center industry.
Indeed, with the rapid development of the entire information and communication industry in our country, emerging industries represented by cloud computing big data intelligent devices and intelligent terminals are rising rapidly. Over the past decade, the scale of IDC in China has grown more than 20 times. In 2014, the market size of IDC reached 37.22 billion yuan. 2015 is also a very important year for the development of our national data center industry. The layout of China's data centers is becoming more reasonable, application technology is constantly innovating, and industry standards are gradually improving. As a government think tank and industry platform, China Information and Communication Research Institute has been helping or supporting the development of the entire data center industry with our industry colleagues under the leadership of the government in recent years.
Now I think maybe I will also report with you what we have done in recent years.
First, support government decision-making and promote the implementation of relevant policies
In 2015, under the leadership of the government, including the Ministry of Industry and Information Technology of the State Council and other government departments, we successively issued some major policies, including cloud computing, big data, Internet+, mass entrepreneurship and innovation, and so on. We also did a lot of support work. Including the opinions of the State Council on promoting the innovative development of cloud computing and cultivating new forms of information industry. Including the notice of the State Council on the issuance of the Action Plan for Promoting Big Data Development, including some opinions on the implementation of the whole mass entrepreneurship and innovation related, including the newly released 2015 version of the telecommunications business classification catalog, our institute has also done a lot of support work.
At the same time, under the guidance of the Development Department of the Ministry of Industry and Information Technology, our institute is also promoting specific implementation work. Since 2013, the Ministry of Industry and Information Technology has reopened and restored the license application, and our institute is undertaking inspection and testing. As of November 30, 2015, our country has issued 184 cross regional IDC business licenses, and the entire evaluation is currently free for all our enterprises. We have four substantive inspections in total, so if we are engaged in IDC, ICP and other work now, if we do not get the relevant license, we can see it on the website of China Information and Communication Research Institute. You can apply, because all enterprise tests are free of charge.
Second, promote industry standardization and improve comprehensive service capability
In August 2014, our institute, together with BAT, China Telecom, China Mobile and Intel, initiated the establishment of the Open Data Center Committee, which is committed to promoting independent innovation, research, development and standardization of new technologies such as servers, data centers and networks. At the Open Internet Summit held on November 5, 2015, eight technical achievements with international advanced level and in line with the policy guidance of the National Data Center were released, including the Scorpio Plan 2.5, the Scorpio 3.0 development plan, the development report of the complete machine cabinet, the overall technical requirements of the micro module data center, and the development report of the micro module data center. The entire Open Data Center Committee has made great contributions to the rapid deployment of our national data center, green energy conservation and other aspects of work related to Scorpio server, and the formulation of standards.
At the same time, we have been promoting the implementation of policies related to green energy conservation in the entire data center, and together with the international organization Green Grid, we have carried out POE and green level certification of the data center to establish a model and benchmark in the industry. The more important thing is to promote the green development of the whole industry and contribute to more blue sky, especially the haze in the whole country. In fact, our data center itself is a high energy consuming industry. We hope to promote the work related to green energy conservation, promote our entire data center, and constantly save energy and reduce consumption.
In terms of cloud services, we continued to carry out the certification work of trusted cloud. By the end of 2015, 96 cloud services had passed the certification. It should be said that many enterprises and related services have been applied for, and the final proportion that we can really pass has reached more than 50%, so our overall standards and our overall checks are actually very strict. At the same time, we are also cooperating with a number of financial institutions to create cloud insurance, which is the first service in China. Cloud insurance is based on the service agreement provided by cloud service providers for users, and closely combines trusted cloud assessment indicators to remove the worries of users, let more users have confidence in using cloud computing services, and promote the development of cloud computing industry. It should be said that the entire cloud insurance is also very popular with our cloud service providers and related insurance companies.
Now there are several cloud service providers who have taken out insurance. In addition to listed companies, American VPS I am also the director of the user committee of the Cloud Computing Development and Policy Forum. I think this is also a report on the work of the forum committee and the user committee. In 2015, we mainly did three jobs. The first is the service evaluation system platform. At present, we have opened the detection and evaluation of infrastructure, network performance, service capability and other aspects to IDC users, and supported the Data Center Alliance to complete the trial evaluation of six IDC service providers' service capabilities. The first batch of evaluation results will be released tomorrow. Then we welcome you to witness the work of the whole six.
In order to alleviate the lack of talents in the professional field of the data center, training bases for the data center have been established in Beijing, Shanghai, Shenzhen and other places. The data center is promoting the communication between industry users and upstream and downstream industries. The 2015 Cloud Computing Conference held by the Commission was held in Shanghai, Nanjing, Beijing and other cloud computing industry intensive areas, which is to strengthen technical exchanges and enhance direct dialogue with users. I think today's whole celebration is the tenth, and the whole IDC industry has also developed rapidly over the past ten years. We, the China Academy of Information and Communication Research and the Cloud Computing Development and Policy Committee, will continue to work hard in the new year, so that under the leadership of the government, together with our friends in the industry, we can reserve industry talents for the development of our entire IDC industry, for our entire society, and build efficient, collaborative, green and other related industries for our country, With such a goal, we will also work together with you sincerely to achieve win-win results and jointly promote the healthy development of cloud computing and big data in our country.
