She also recalled that at that time, people around me might have thought that I was "successful" and should be very happy, but that was not the case. For a long time, I wandered between management and technology. On the one hand, I was eager to work on the depth and breadth of technology, and on the other hand, I had to invest more energy in management. So I feel very bad, as if I feel sorry for everyone. I have a deep sense of inferiority and self blame.

The turnaround came at the arrival of the 3G era. In 1997, the comrades in charge of 3G in the Ministry of Posts and Telecommunications were transferred to the International Telecommunication Union. Cao Shumin, who had 3G research and investigation experience, was temporarily promoted. After she took office, she carried out a series of large-scale activities, including the public solicitation of "3G standards". With her efforts, TD-SCDMA has become the third generation mobile communication technology in China and finally won international recognition. Cao Shumin also said that this was the most beautiful thing she did.

Cao Shumin has always been known for her outspokenness. At various conferences she attended, she adhered to the habit that a scientific researcher should have: as long as she thought there was a problem with this matter or this view, even though a group of expert talents in the eight Central Committees had been put in important positions in the past two years.
