Beijing is a hot data center market and has always been the focus of the industry. In terms of policies, from "promoting development" to "limiting PUE value" to "detailed supervision", Beijing's data center policies and measures have always been ahead of other regions, playing a vane role.

At the beginning of 2023, IDC circle made statistics based on the information publicized by Beijing Development and Reform Commission. In 2022, there were 13 data center related projects * in Beijing that passed the energy conservation review* Note: The selected projects belong to the broad data center category, not the Internet data center IDC.

More than PUE and Energy Consumption: Five Trends of Beijing Data Center Energy Assessment

Through analysis and induction, the author found that under the condition of tightening the energy consumption index of the data center and limiting the increase of new energy consumption, the energy conservation review of Beijing data center showed a new trend, not only limited to PUE value and energy consumption quota, but also valued and required types and functions, online monitoring, equipment selection, renewable energy utilization, etc.

The energy conservation review of Beijing Data Center is not only limited to PUE value and energy consumption quota, but also shows the trend of function guidance, detailed requirements, and emphasis on renewable energy utilization.

I Demand leads the data center function to become the key factor for review

In 2022, the projects will be basically data centers or computing centers supporting cutting-edge industries, such as artificial intelligence, industrial Internet, Internet of Things, blockchain, intelligent transportation, and a small number of cloud computing centers and cloud centers for network security and image processing. Traditional data centers, storage data centers, and disaster recovery backup centers have not been evaluated, and project review comments clearly state that "project energy should be mainly used for blockchain business, not for general-purpose data center business."

The function of the data center has become a key factor in Beijing's energy efficiency review. The author believes that this trend will undoubtedly continue in 2023.

II The PUE value is more accurate and energy saving is implemented in equipment and technology selection.

The PUE restriction policy of the data center is often "one ruler" - there is a unified maximum value. Specifically, in the project energy conservation review, the NDRC has given different PUE values for each project after completion, accurate to three decimal places. For different projects, the corresponding control value of annual comprehensive energy consumption is also given in the unit of standard coal (10000 tons of standard coal is about 30 million kilowatt hours of electricity).

In addition to the PUE value and energy consumption restrictions, the energy conservation review also has energy conservation requirements for the implementation standards and the selected equipment technology. "The main energy consumption equipment shall be the products that meet the national first level energy efficiency standards or the national and municipal energy conservation technology product promotion catalogue."

III Photovoltaic, preheating and recycling will become necessary 100% renewable energy in 2030

The renewable energy utilization scheme has become an essential part of the project energy conservation report.

First of all, the projects that passed the review in 2022 proposed to build photovoltaic and waste heat recovery systems.

In addition to the projects approved in the first quarter, the installation locations are indicated. Most of them install photovoltaic power generation systems of several hundred kilowatts on the roof, and some of them choose to build outside walls and in the park. Among them, four projects have photovoltaic power generation systems with a capacity of more than 1 megawatt. Waste heat recovery is mostly used for the project's own heat consumption and winter heating. In addition, some of the project's waste heat can also be supplied to surrounding houses and enterprises.

Secondly, the review comments have clear requirements on the utilization ratio of renewable energy.

In addition to self built renewable energy facilities, the project also needs to achieve a specific proportion of renewable energy and increase it year by year through green power trading, subscription of renewable energy green power certificates, purchase of energy savings and other ways. All approved projects have unified requirements, and the utilization ratio of renewable energy will reach 100% by 2030.

This is in line with the stipulation issued by the Beijing Municipal Development and Reform Commission last year that "projects built in 2021 and beyond are encouraged to increase the proportion of annual renewable energy utilization in annual energy consumption by 10% annually, and achieve 100% by 2030".

IV Type and annual consumption of restricted water for access to reclaimed water

Following the use of electricity, the use of water resources in data centers is receiving increasing attention from the review policy.

Almost all projects that passed the review in 2022 put forward reclaimed water utilization plans. The opinion requires that "reclaimed water shall be used for all water use except domestic water", and the corresponding annual municipal reclaimed water volume shall be given. It is worth mentioning that the Daxing Intelligent Technology Industrial Park and its supporting cloud computing data center, whose cabinets are all cooled by liquid cooling, have no relevant requirements for reclaimed water.

V Online monitoring of energy consumption limits the completion time and shelf availability

In order to make full use of the data center, avoid blind construction, and lag behind the construction progress after obtaining indicators, in recent years, the "data center completion time" and "listing rate" began to enter the policies and approval opinions of the competent department.

The review comments of Beijing in 2022 give the specific completion time of each project to the month, and different projects have different time nodes and approval to completion time cycles. The opinions have unified requirements for all projects, and the rate of listing will reach 80% within two years since the issuance of the energy-saving review opinions. This listing rate indicator is significantly higher than the average listing rate of 65% required by the National Development and Reform Commission for data centers in all starting areas.

At present, Beijing is strengthening the online monitoring of energy consumption in the data center. In 2022, 26 large data center enterprises with an annual energy consumption of 5000 tons of standard coal and above and providing third-party services will be connected to the Beijing Energy Conservation Monitoring Service Platform to achieve real-time monitoring of energy consumption and PUE values.

For the newly built data center, the energy conservation review requires that the online energy consumption monitoring system be built simultaneously during the design, construction and production process, and access to the Beijing Energy Conservation Monitoring Service Platform in accordance with the relevant standards such as the Code for the Construction of Energy Conservation Monitoring Service Platform (DB11/T1411).

IDC circle believes that Beijing's data center policies and relevant standards have always been at the forefront of the industry, such as taking the lead in tightening the PUE and layout of new data centers, and energy consumption quota and other indicators are also stricter than national standards. With the promotion of the "dual carbon" goal, the data center's energy consumption limit and energy saving review will continue to improve, not only limited to the PUE value and total energy consumption, but also the data center's type and function, WUE, renewable energy utilization, online monitoring, etc.

Therefore, the above trend of energy efficiency review of Beijing Data Center may be gradually emulated and referenced by other front-line market regulators in the future.

13 reviewed data center projects

Beijing Tujing Image Data Analysis and Processing Enabling Cloud Platform Project

Construction content: mainly IT module machine room and auxiliary area.

PUE and energy consumption

After the project is completed and put into operation, the PUE value is not higher than 1.147, and the annual comprehensive energy consumption is controlled within 16986 tons of standard coal.

Renewable energy utilization

At the top of the building, install a 1.8 MW photovoltaic power generation system. The annual waste heat recovery capacity is 2501 GJ, which is used for the heating demand of the project. The utilization ratio of renewable energy will be no less than 40% in 2024, and will be increased year by year according to the annual proportion of 10%, so as to achieve 100% utilization ratio of renewable energy by 2030.

Project water

From 2025, it will be connected to the municipal reclaimed water from the Third Street Road of Optics Valley, and the annual municipal reclaimed water volume will be 70000 cubic meters. After the municipal reclaimed water is connected, the project uses reclaimed water except for domestic water.

Beijing Daxing Xinchuang Smart Home IoT Cloud Project

PUE and energy consumption

After the project is completed and put into operation, the PUE value is not higher than 1.198, and the annual comprehensive energy consumption is controlled within 11757 tons of standard coal.

Renewable energy utilization

Install a 550 kW photovoltaic power generation system on the roof and exterior wall. The annual waste heat recovery capacity is 88796 GJ, which is used for the heating demand of the project and can be used by the surrounding enterprises of about 40000 square meters. The utilization ratio of renewable energy will be no less than 30% in 2023, and will be increased year by year according to the annual proportion of 10%. By 2030, the utilization ratio of renewable energy will reach 100%.

Project water

From 2025, the municipal reclaimed water will be connected from Jinfu Street, and the annual municipal reclaimed water will be 126000 cubic meters. After the municipal reclaimed water is connected, the project uses reclaimed water except for domestic water.

Yuanyang Jingbei Cloud Computing Big Data Innovation Application Base

PUE and energy consumption

After the project is completed and put into operation, the PUE value is not higher than 1.191, and the annual comprehensive energy consumption is controlled within 9711 tons of standard coal.

Renewable energy utilization

A photovoltaic power generation system with a capacity of 600 kW is installed on the roof, exterior wall and outdoor open space. The annual waste heat recovery capacity is 687 GJ, which is used for the domestic hot water and winter heating source of the apartment building in the north of the project. The utilization ratio of renewable energy will be no less than 40% in 2024, and will be increased year by year according to the annual proportion of 10%, so as to achieve 100% utilization ratio of renewable energy by 2030.

Project water

Implement the reclaimed water utilization plan in the energy conservation report. After the municipal reclaimed water is connected, the project cooling water will all use reclaimed water.

Artificial intelligence network data security analysis platform

A photovoltaic power generation system with a capacity of 224 kW is installed on the roof. The annual waste heat recovery capacity is 4235 GJ, which is used for the heat demand of the project office and the park. The utilization ratio of renewable energy will be no less than 40% in 2024, and will be increased year by year according to the annual proportion of 10%, so as to achieve 100% utilization ratio of renewable energy by 2030.

Project water

The municipal reclaimed water is connected from Tengren Road and Niuhui South 1st Street, and the annual municipal reclaimed water volume is 75000 cubic meters. Except for domestic water, all other water used in the project is reclaimed water.

Hualong Cloud Network Security Cloud Computing Center

The recent comprehensive energy consumption of the project is controlled within 11857 tons of standard coal, and the PUE value after the project is put into operation is not higher than 1.158.

Renewable energy utilization

A photovoltaic power generation system with a capacity of 756 kW is installed on the roof. The annual waste heat recovery capacity reaches 10815 GJ, which is used for the heat demand of the project itself and the surrounding 18000 square meters of plants. The utilization ratio of renewable energy will be no less than 40% in 2024, and will be increased year by year according to the annual proportion of 10%, so as to achieve 100% utilization ratio of renewable energy by 2030.

Project water

After the completion of the reclaimed water plant in the industrial zone of Yancun Town, the project will be connected to the reclaimed water, so that the reclaimed water will be used for all water except domestic water.

Energy saving review opinions of Shijingshan Intelligent Computing Center project

The utilization ratio of renewable energy will be no less than 40% in 2024, and will be increased year by year according to the annual proportion of 10%, so as to achieve 100% utilization ratio of renewable energy by 2030.

Project water

After the access conditions are met, the municipal reclaimed water will be accessed from Wujiacun Road on the south side of the project. The annual municipal reclaimed water volume is 130000 cubic meters, realizing that all other water uses are reclaimed water except domestic water.

Cloud Computing Data Center of Huitian Network Technology Co., Ltd

The PUE value is not higher than 1.15, and the annual comprehensive energy consumption is controlled within 29561 tons of standard coal.

A photovoltaic power generation system with a capacity of 1.14 MW is installed on the roof of the park. The annual waste heat recovery capacity is 4.65 million GJ, which is used for self use of the project and reserved for peripheral heating. The utilization ratio of renewable energy will be no less than 40% in 2024, and will be increased year by year according to the annual proportion of 10%, so as to achieve 100% utilization ratio of renewable energy by 2030.

Project water

Reserve reclaimed water interface and connect it to municipal reclaimed water after conditions are met. The annual municipal reclaimed water volume is 240000m3, realizing that all other water uses reclaimed water except domestic water.

Tencent, Yixun Digital Economy Industrial Park - Smart Traffic Computing Center Project

Renewable energy utilization

A photovoltaic power generation system with a capacity of 696 kW is installed on the roof. The annual waste heat recovery capacity is 541 GJ, which is used by the park office and surrounding residential and office buildings. The utilization ratio of renewable energy will be no less than 30% in 2023, and will be increased year by year according to the annual proportion of 10%. By 2030, the utilization ratio of renewable energy will reach 100%.

Project water

The municipal reclaimed water is accessed from Shanghong Middle Road, and the annual municipal reclaimed water volume is 310000 cubic meters, realizing that all water uses reclaimed water except domestic water.

Beijing Yunzhu "Industrial Internet+AI" Integrated Development Application Platform Project

The PUE value is not higher than 1.195, and the annual comprehensive energy consumption is controlled within 11087 tons of standard coal.

A photovoltaic power generation system with a capacity of 589 kW is installed on the roof. The annual waste heat recovery capacity is 4080 GJ, which is used for heating in winter. In 2024, the utilization ratio of renewable energy will not be less than 40%, and the utilization ratio of renewable energy will be increased year by year according to the annual proportion of 10%, and the utilization ratio of renewable energy will reach 100% by 2030.

Project water

The municipal reclaimed water is connected from Qijiazhuang South Road. The annual municipal water consumption is 350000 cubic meters, realizing that all water uses reclaimed water except domestic water.
