2017 Big Data Industry Summit Held in Beijing
On March 28, the "2017 Big Data Industry Summit" was held in Beijing. Chen Zhaoxiong, Vice Minister of the Ministry of Industry and Information Technology, attended the meeting and released Xie Shaofeng, Minister of Software Services Department of the Ministry of Information and Communication, on the "Big Data Industry Development Plan (2016-2020)", which comprehensively interpreted academicians of the Chinese Academy of Engineering around big data sharing, opening and protection issues. He pointed out that big data resources are becoming more and more abundant, the technological industry has made breakthroughs, the cutting of application innovation steps is also accelerating, and the role of economic and social innovation driving is significantly enhanced. The Tenth Five Year Plan period is a decisive stage for building a well-off society in an all-round way. This is also an important window for the rise of big data industry. Seize the opportunity, accelerate the integration of big data and economic and social development, and promote the high-end of China's economy. In 2017, the Ministry of Industry and Information Technology will work in four aspects to comprehensively promote the development and application of China's big data: first, strengthen the construction of network facilities and strengthen the support of big databases; Second, further promote the integration of the two and improve the application level of big data; The third is to promote multi-party cooperation and innovation, prosperity, and data industry ecology; Fourth, coordinate the regional planning layout and expand the development of large-scale data space. At the meeting, Chen Zhaoxiong called on the community to work together to accelerate the development of big data innovation, and jointly develop big data and integrated innovation of the real economy, so as to make greater contributions to the new situation of the manufacturing industry and the construction of network forces.
As the focus of the summit, Xie Shaofeng released a comprehensive interpretation of the "Big Data Industry Development Plan (2016-2020)". He pointed out that the Central Committee of the Communist Party of China and the State Council attach great importance to the development of the big data industry, and "the big development plan of the data industry (2016-2020)" It is based on the implementation requirements of the Ministry of Industry and the "Five" Development Plan to implement the big data industry development plan, and pointed out the situation facing the future development of the industry and the five problems that need to be solved urgently. It is suggested that innovation driven, application led, open sharing, coordination, and 2020 basically form a principled security specification, advanced technology, application prosperity, and strong data protection industry system.
Wu Hequan pointed out in the expert report that the total amount of open data of the Chinese government is low, the structure is low, and the data quality is not high. In the open and shared data, government departments are faced with the government's unwillingness to open their own affairs. The laws and regulations are not specific. The platform lacks channels and other three challenges. The so-called big data of online sales is not "big". Accuracy, integrity, legality, availability, security, timeliness, etc. cannot be guaranteed. Data intermediaries are still in their infancy, and government agencies do not fully understand the huge impact of external data on work and business. Data flow is not enough, transaction is not enough, use is enough. He emphasized that the value of data lies in integration and mining, and the greatest benefit of the public of government data lies in sharing and opening. Data flows and transactions are conducive to data integration and mining, and the use of data must face responsibility and obligation protection. The sharing, opening, circulation, transaction, use and protection of data put forward high requirements for the formulation and implementation of laws, and the government should balance the protection and development of data.
At the conference, in order to promote the transformation and upgrading of the telecommunications industry and speed up the cultivation of large data, the new business growth points announced in the award results of the first "SMART" award represented "the establishment of anti telecommunications fraud cooperation system, big data services for hundreds of millions of people" and "the application of big data cooperation products between China Telecom and China Unicom" two major candidates for the Special Award of the Organizing Committee " The "Tourism Data Platform of the National Tourism Administration" and other top ten projects won the "Best Practice Award".
The results of the same period, including data flow testing, trusted app store evaluation, and big data product evaluation, were also announced at the meeting. Seven enterprises including China Telecom Cloud Computing Branch became the first to pass the data flow test service. Beijing Qihoo Technology Co., Ltd. "360 Mobile Assistant" and other six enterprises have obtained the trusted app store certificate. 14 companies including ZTE won the big data product award.
