According to media reports, the top leaders of the three major operators will make adjustments in the near future. Shang Bing, the vice minister of the Ministry of Industry and Information Technology, will take over as the chairman of China Mobile. Xi Guohua, the current chairman of China Mobile, will retire. At the same time, Wang Xiaochu, the chairman of China Telecom, and Chang Xiaobing, the chairman of China Unicom will change their positions. The report also pointed out that official documents related to personnel changes have entered the issuance process.

Previously, some sources told the reporter of China Business News that Shang Bing would take over Xi Guohua's position, while the whereabouts of Wang Xiaochu and Chang Xiaobing were to be determined.

Specifically, according to the news from the think tank experts of the Ministry of Industry and Information Technology, a restructuring plan is to split China Unicom's mobile business and fixed network business, and merge them into China Telecom and China Mobile respectively, so as to form two operators with equal strength in mobile and fixed network business.

The official personage of the operator has denied the restructuring news in different forms for many times. Recently, Wang Xiaochu also said that he has not received the request for merger with China Unicom.

Some people pointed out to the reporter that during the 3G period, operators were merged and reorganized into China Mobile, China Telecom and China Unicom corresponding to the three 3G licenses of TD-SCDMA, CDMA2000 and WCDMA, while during the 4G period, there were two licenses of TD-LTE and LTE FDD. At the same time, China Telecom and China Unicom, which had obtained the LTE FDD license, had the basis for restructuring.
