Wen Ku, director of the Information and Communication Development Department of the Ministry of Industry and Information Technology, said that the development of virtual operation business is accelerating, but at present, the problems of virtual operators related to telecom fraud, harassing calls, spam messages and other issues are prominent, and the public opinion has a great response.

Wen Ku pointed out that the root cause of this situation is the inadequate implementation of the real name system. Enterprises are required to operate in accordance with the law, raise awareness and strictly implement.

During the pilot period of virtual commerce, the Ministry of Industry and Information Technology also held a special action meeting to address the problems of inadequate implementation of the real name system and high violation rate, strengthen the secret inspection, circulate a notice of criticism, and urge rectification; At the same time, in view of the increasingly prominent problems of spam messages, harassing calls and telecommunications fraud, the Information and Communication Administration interviewed enterprises with serious problems and urged the implementation of rectification. The inter network linkage working group of the Ministry of Industry and Information Technology established a docking with mobile resale enterprises, which was introduced by the database.

But "the violation rate is our biggest headache now." Wen Ku said that the Ministry of Industry and Information Technology is studying relevant policies, focusing on the implementation of the real name system.

According to the data disclosed by the Ministry of Industry and Information Technology, 39 of the 42 enterprises that have received the approval for the pilot of mobile communication resale business have officially issued numbers. By the end of December 2015, the number of virtual business users had reached 20.59 million. Among them, 7 users exceeded 1 million, 3 users exceeded 2 million, and 1 user exceeded 4 million.
