"It is expected that in the fourth quarter, the broadband acceleration will enter the substantive implementation stage, relevant policies related to the Internet industry will be introduced intensively, and the construction of 'Internet+' science parks will rise in various regions, and China's Internet enterprises will receive more attention from the world." said the Internet Trend Judgment Research Group of CCID Think Tank, Ministry of Industry and Information Technology.

In July 2015, the Guiding Opinions of the State Council on Actively Promoting the "Internet Plus" Action was issued, marking that the "Internet Plus" action has officially become a national strategy, and a number of policies and regulations related to the Internet field have been issued. All regions attach great importance to the rare development opportunities brought about by the implementation of the "Internet+" strategy. Seven provinces and cities have issued "Internet+" implementation plans, and 14 provinces and cities will soon issue relevant implementation plans. At the same time, Internet finance has bid farewell to the barbaric growth period and is entering a new stage of orderly development.

Under the trend of "Internet+", Internet enterprises take the initiative to strengthen strategic cooperation with local governments, and seek strategic development fulcrums and new business growth points in the future. Influenced by the national "Internet+" strategy and economic situation, the pace of enterprises' investment, cooperation, M&A strategy has accelerated.

At the same time, in the third quarter of this year, Internet based entrepreneurship and innovation activities developed on a large scale, and "four mass" new formats and new models, such as mass entrepreneurship, crowdsourcing, crowd support, and crowdfunding, developed rapidly. "Internet+" provided great support for mass entrepreneurship and innovation. Local governments have successively issued policy documents such as implementation opinions on employment and entrepreneurship in the new situation, and clearly put forward new measures such as stimulating the development of "mass entrepreneurship space", building entrepreneurship and innovation service platforms, broadening entrepreneurship financing channels, and encouraging entrepreneurship in the e-commerce field. Major Internet enterprises have successively launched entrepreneurship and innovation platforms.

However, there are still some problems in the development of the Internet in China. According to the research of the research group on Internet Trend Judgment of CCID Think Tank of the Ministry of Industry and Information Technology, these problems are mainly manifested in three aspects.

First, the gap between urban and rural Internet penetration is obvious.

According to the 36th Statistical Report on the Development of China's Internet, the Internet penetration rate in urban areas has reached 64.2%, while that in rural areas is only 30.1%, a difference of 34.1 percentage points. From the perspective of population structure, the Internet penetration rate in urban areas is 15-27 percentage points higher than that in rural areas among people aged 10-50. The large gap between urban and rural Internet penetration rates is not conducive to properly solving the digital divide between urban and rural areas.

Secondly, the "Internet+" development environment needs to be improved.

The Internet development environment is improving day by day, but there are still many problems in industry access, supervision and other aspects. For example, in the medical field, there are still high barriers to market access. The National Health and Family Planning Commission has made it clear that Internet enterprises are not allowed to carry out medical diagnosis and treatment, but can only do health consulting. In the field of Internet taxi, although Shanghai has given Didi Kuaidi the first special license plate in China, Didi Kuaidi has become the first company to obtain the qualification of online car rental platform, setting a new example for the industry. The Ministry of Transport has released a draft for new regulations on online car rental, focusing on the inclusion of special cars in the taxi management system Private cars can only be operated with permission, and car sharing for profit is not encouraged. This will bring obvious changes to the operation mode of Internet special car software, and stricter industry management regulations may also damage the enthusiasm of Internet enterprises to carry out taxi services.

Thirdly, the network security situation is still grim.

According to the Survey Report on the Protection of the Rights and Interests of Internet Users in China (2015) released on July 22, in terms of personal information protection, 78.2% of Internet users' personal identity information such as name, education background, address, ID card number and work unit has been disclosed, and 63.4% of Internet users' call records, online shopping records, website browsing traces, IP addresses Information such as traces of software use, geographical location and other personal online activities has been leaked, and the overall loss caused by personal information leakage, spam messages, fraud information and other phenomena is about 80.5 billion yuan, with a per capita loss of 124 yuan. In addition, problems such as virus phishing websites, fake base station SMS messages, impersonating public institutions such as public security organs for phone fraud, and inability to uninstall the pre installed software on mobile phones also threaten network security at all times.
