Xu Xiaolan, member of the National Committee of the Chinese People's Political Consultative Conference and vice chairman and secretary-general of the Chinese Institute of Electronics, believes that we should focus on "Internet+big data".

In Xu Xiaolan's view, the accuracy of some poverty alleviation policies in China was low in the past, and one important reason for the homogenization and even the "one size fits all" phenomenon was the inaccurate data. "First of all, the identification of poor people is not accurate enough. Most of the identification of poor people is manual, which is subjective. Some of the certified poor people may not be really poor, but the really poor people may not be certified."

"In addition to the accurate data of poor areas, the monitoring and planning of economically developed areas should also be accurate." Xu Xiaolan said that for a long time, China's poverty alleviation has focused on poor areas, while economically developed areas are the main providers of poverty relief materials and manpower, so monitoring their relevant data is very important. If a poverty-stricken area is in urgent need of help, the government can transfer the appropriate materials or manpower from the most appropriate developed area at the first time to save time and economic costs.

Xu Xiaolan also pointed out that at present, China still lacks effective means in dynamic tracking of poverty alleviation related data. The status of data and assistance resources in poor areas is constantly changing. If relevant data cannot be obtained quickly, it will lead to unbalanced allocation of relevant assistance materials and unscientific evaluation of the effect of poverty alleviation measures, thus making the formulation and modification of relevant policies more blind. In the past, the tracking of relevant data was generally completed manually, which was time-consuming and labor-intensive. All regions could not maintain a high monitoring frequency, and some regions even gave up tracking, resulting in serious loss of dynamic information.

In addition, the construction of poverty alleviation databases in China is isolated from each other, and the data in various regions lack effective communication and sharing; The database is not perfect enough. In addition to the number and regional distribution of poor people, it is difficult to integrate climate, main income sources, health and medical security information in poor areas into data management; At the same time, the application of data is not deep enough, and there is a lack of comprehensive and efficient data analysis and decision-making, which makes it impossible to scientifically evaluate the effectiveness of assistance policies and provide suggestions for modification.

"The causes of the above problems are mainly the difficulties in data acquisition, analysis and management in poverty alleviation. With the development of science and technology, 'Internet+big data' can provide ideas for solving these problems." Xu Xiaolan suggested expanding the data acquisition dimensions in poor areas. On the basis of manual work, the network connection between the poverty alleviation system and other systems will be opened, and the databases related to poverty alleviation of local meteorological, industrial and commercial, economic and information, agriculture, water conservancy and other relevant functional departments and scientific research institutions will be included in the poverty alleviation information management, so as to realize various information sharing.

Strengthen the monitoring of expendable materials and human resources in developed areas. In addition to the types and quantities of people and property, their geographical location and transportation costs should also be included in the network monitoring to lay the foundation for the optimal allocation of resources.

At the same time, try to increase the frequency of data tracking and updating, so that the data can be updated, more accurate, and maximize the reference value; Strengthen data analysis and application by means of scientific research project establishment, and realize "give it to fish" under the support of "Internet+big data"; Build a big data processing and cloud management center to realize real-time observation, analysis and comparison of poverty alleviation data and make poverty alleviation work more transparent, efficient, accurate and comprehensive.
