The "Opinions" clearly put forward to advance the innovation and development of mobile Internet, improve the interconnection quality of Internet backbone networks, optimize the structure, and explore the establishment of an interconnection mechanism based on long-term incremental costs, so as to better meet the needs of users carrying numbers to network, and create a good market environment and competition.
It is not difficult to see that the state will change the existing network protocol mechanism, and the futures clearing institutions will be based on long-term incremental costs.
In fact, there are also many complaints about network solution operators. One year later, the mobile facilities are not equal to the settlement relocation between networks, which makes China Mobile earn a lot of settlement fees from the telecommunications department. With the advent of the mobile Internet era, the settlement cost of data traffic has increased significantly.
The crux of the problem is that the third is expected to reduce settlement costs and increase settlement income. Without the unequal investment and income of the network, the inter network settlement fees will not allow enterprises to bring greater burden.
