Data is a national basic strategic resource and a "diamond mine" in the 21st century. The CPC Central Committee and the State Council attach great importance to the role of big data in economic and social development. The Fifth Plenary Session of the 18th CPC Central Committee proposed "implementing the national big data strategy", and the State Council issued the Action Outline for Promoting the Development of Big Data to comprehensively promote the development of big data and accelerate the construction of a strong data country. The "13th Five Year Plan" period is a decisive stage for China to build a moderately prosperous society in an all-round way and a critical period for the continuous transformation of old and new drivers. The global new generation of information industry is in a period of accelerated transformation, big data technology and applications are in a period of innovation and breakthrough, and domestic market demand is in an explosive period. China's big data industry is facing important development opportunities. Seizing the opportunity to promote the development of big data industry is of great significance for improving government governance ability, optimizing public services for people's livelihood, and promoting economic transformation and innovative development. In order to promote the sustainable and healthy development of China's big data industry, thoroughly implement the spirit of the Fifth Plenary Session of the 18th CPC Central Committee, implement the national big data strategy, and implement the State Council's Action Plan for Promoting Big Data Development, this plan is prepared in accordance with the overall deployment of the 13th Five Year Plan for National Economic and Social Development.

1、 The foundation of developing big data industry in China

Big data industry refers to relevant economic activities focusing on data production, collection, storage, processing, analysis and services, including data resource construction, development, sales and leasing of big data software and hardware products, and related information technology services.

During the "Twelfth Five Year Plan" period, China's information industry grew rapidly, information technology developed rapidly, and the Internet economy became increasingly prosperous. It accumulated rich data resources, made significant breakthroughs in technological innovation, and achieved good application momentum, laying a solid foundation for accelerating the development of China's big data industry during the "Thirteenth Five Year Plan" period.

Informatization has accumulated rich data resources. The development level of informatization in China is increasing, and the collection, mining and application level of data resources is deepening. The level of government informatization has been continuously improved, with 84000 government websites facing the public nationwide. The construction of smart cities is in full swing, and nearly 300 cities have carried out smart city pilots during the "12th Five Year Plan" period. The process of integration and development of industrialization and industrialization is deepening and entering a new stage of in-depth development. Information consumption is booming, with more than 700 million netizens and 1.3 billion mobile phone users, both ranking first in the world. The monthly average mobile Internet access traffic of households reached 835M. Government departments, Internet enterprises and large group enterprises have accumulated a lot of data resources. China has become one of the countries with the largest amount of data and the richest data types.

Significant breakthroughs have been made in big data technology innovation. In terms of software and hardware, domestic backbone software and hardware enterprises have successively launched self-developed big data basic platform products, and a number of information service enterprises have developed data analysis tools for specific fields to provide innovative data services. In terms of platform construction, the single cluster scale of Internet leading enterprise servers has reached tens of thousands, and it has the technical strength to build, operate and maintain a large-scale large data platform. In terms of intelligent analysis, some enterprises actively deploy advanced AI technologies such as deep learning, and seize the technical commanding heights in voice recognition, image understanding, text mining, etc. In terms of open source technology, China's contribution to the international big data open source software community is growing.

The application of big data has a good momentum. Big data has been widely used in Internet services, greatly improving the personalized and intelligent level of online social networking, e-commerce, advertising, search and other services, and promoting data driven emerging formats such as sharing economy. Big data accelerates the penetration into traditional industries, drives the transformation of production mode and management mode, and promotes the development of manufacturing industry towards networking, digitalization and intelligence. Telecommunications, finance, transportation and other industries use the accumulated rich data resources to actively explore applications such as customer segmentation, risk prevention and control, and credit evaluation, and accelerate the pace of service optimization, business innovation and industrial upgrading.

Big data industry system has taken shape. In 2015, the income of China's information industry reached 17.1 trillion yuan, double that of the 12th Five Year Plan period in 2010. Among them, software and information technology service industry realized software business revenue of 4.3 trillion yuan, up 15.7% year on year. Large data centers are developing towards green and intensive. There are 295 enterprises operating Internet data center (IDC) business across regions. Cloud computing services have gradually matured, and the data processing scale of major cloud computing platforms has become the world's top, providing powerful computing storage capacity for big data and promoting data aggregation. A number of new models and formats have emerged in the field of big data resource construction, big data technology and big data application. The industrial pattern of leading enterprises and interaction between upstream and downstream enterprises has initially taken shape. Innovation and entrepreneurship based on big data are becoming increasingly active, and big data technology, industry and services have become the focus of social capital investment.

The supporting capacity of big data industry is growing. The big data standardization working mechanism has been formed, the big data standard system has been initially formed, and the development of big data technology, trading, open sharing, industrial big data and other national standards has been carried out. Some standards have been piloted and demonstrated in Beijing, Shanghai and Guiyang. A number of industrial support platforms in the form of big data technology research and development laboratories, engineering centers, enterprise technology centers, industrial innovation platforms, industrial alliances, investment funds, etc. have been built. The big data security system and laws and regulations have been continuously improved.

2、 The situation faced during the "13th Five Year Plan" period

Big data becomes the strategic commanding height for shaping national competitiveness First, national competition is becoming increasingly fierce. The ability of a country to master and use big data has become an important manifestation of national competitiveness. Countries have taken big data as their national development strategies and industrial development as the core of big data development. The United States attaches great importance to the research, development and application of big data. In March 2012, it launched the "Big Data Research and Development Initiative" to manage and apply big data as an important national strategic resource. In May 2016, it further released the "Federal Big Data Research and Development Plan" to continuously strengthen the layout of big data research, development and application. The EU launched the strategy of "data driven economy" in 2014, advocating European countries to seize the opportunities of big data development. In addition, the UK, Japan, Australia and other countries have also introduced similar policies to promote the application of big data and drive industrial development.

China's economic and social development has put forward higher requirements for informatization, and the development of big data has a strong endogenous power. Promoting the application of big data, accelerating the digitalization and intellectualization of traditional industries, and making the digital economy bigger and stronger can provide new impetus for China's economic transformation and development, create new opportunities for reshaping the national competitive advantage, and open up new ways to improve the government's governance ability, which is an important starting point to support the national strategy. At present, China is promoting the supply side structural reform and the construction of a service-oriented government, accelerating the implementation of the "Internet Plus" action plan and the Made in China 2025 strategy, building a fair, inclusive, convenient and efficient livelihood service system, creating a broad market space for the big data industry, which is a strong endogenous driving force for the development of China's big data industry.

China's big data industry has a good foundation and faces rare development opportunities, but there are still some difficulties and problems. everything The degree of openness and sharing of data resources is low. The data quality is not high, the data resource circulation is not smooth, the management ability is weak, and the data value is difficult to be effectively mined and used. Second The ability of technological innovation and support is not strong. There is still a big gap between China and foreign countries in terms of new computing platforms, distributed computing architecture, big data processing, analysis and presentation, and its influence on open source technology and related ecosystems is weak. Third The application level of big data is not high. The development of big data in China has a strong application market advantage, but there are still problems such as not extensive application fields, not deep application degree, and not enough understanding. Fourth The big data industry support system is not perfect. Data ownership, privacy and other relevant laws and regulations as well as information security, open sharing and other standards and specifications are not perfect, and a data opening, management and information security guarantee system that takes into account security and development has not been established. Five is The construction of talent team needs to be strengthened urgently. There is a shortage of talents in big data basic research, product R&D and business application, which is difficult to meet the development needs.

The "13th Five Year Plan" period is the decisive stage for China to build a moderately prosperous society in an all-round way, the initial stage for implementing the national big data strategy, and the important window period for the rise of the big data industry. We must seize the opportunity to accelerate development and realize the transformation from a data power to a data power.

3、 Guiding ideology and development objectives

We have formed a batch of products, solutions and services with independent innovation and advanced technology to meet the needs of major applications.

Big data is widely and deeply applied in innovation and entrepreneurship, government management and people's livelihood services. We will form a number of big data backbone enterprises with outstanding innovation capabilities, cultivate a number of specialized data service innovative SMEs, and cultivate 10 internationally leading big data core leading enterprises and 500 big data application and service enterprises. A relatively complete big data industry chain has been formed, and the big data industry system has taken initial shape. Build 10-15 big data comprehensive pilot areas, create a number of big data industry clusters, and form several big data new industrial demonstration bases.

——The ability to support is growing. Establish and improve the big data standard system covering technology, products and management. Establish a number of regional and industrial big data industry and application alliances and industrial organizations. Cultivate a number of professional service institutions such as big data consulting and research, testing and evaluation, technology and intellectual property, investment and financing. Build 1-2 open source communities with standardized operation and certain international influence.

4、 Key tasks and major projects

(1) Strengthen big data technology products research and development

Guided by application, it breaks through the key technologies of big data, promotes the R&D and industrialization of products and solutions, innovates the technical service mode, and forms a technologically advanced and ecologically complete technical product system.

Accelerate the research and development of key technologies of big data. Focus on the theoretical system of data science, big data computing system and analysis, big data application model and other fields to make a forward-looking layout, and strengthen the basic research of big data. Give play to the role of enterprises as the main body of innovation, integrate the advantages of industry, university and research resources to jointly tackle key problems, and research and develop key technologies such as big data collection, transmission, storage, management, processing, analysis, application, visualization and security. Breakthrough in big data basic technologies such as large-scale heterogeneous data fusion, cluster resource scheduling, distributed file system, general computing framework technology for multitasking, and computing engine technologies such as stream computing and graph computing. Accelerate the innovation of big data service model, cultivate new data as a service model and new formats, improve big data service capability, and reduce the threshold and cost of big data application. Develop technical services such as data collection, cleaning, analysis, trading, security protection, etc. around the needs of all stages of the data life cycle. Promote the integration of big data and cloud computing service models, promote the development of public cloud computing services such as massive data, large-scale distributed computing and intelligent data analysis, and improve the ability of third-party big data technology services. Promote the application of big data in government affairs, transportation, education, health, social security, employment and other livelihood fields, explore the data governance model of public participation, improve social governance and urban management capabilities, and provide intelligent, accurate, efficient and convenient public services for the masses. Promote the application of big data in the field of market subject supervision and service, build a big data based operation analysis service platform for key industries, strengthen the monitoring of economic operation of key industries and key enterprises, and improve the timeliness, accuracy and foresight of industry operation supervision and service. Promote the integration of government data and enterprise data, and provide strong support for enterprise innovation and development and social governance.

Column 4: Cross industry big data application promotion project

Encourage resource rich and technologically advanced big data leading enterprises to build big data platforms, open platform data, computing capacity, development environment and other basic resources, and reduce innovation and entrepreneurship costs. Large enterprises are encouraged to rely on the Internet "mass entrepreneurship and innovation" platform to provide innovation and entrepreneurship services based on big data. Organize and carry out algorithm competition, application innovation competition, crowdsourcing and crowdfunding and other activities to stimulate innovation and entrepreneurship vitality. Support the deep cooperation between big data enterprises and scientific research institutions, open the channel between scientific and technological innovation and industrialization, and form a data driven scientific research innovation model.

Build a pattern of coordinated development of enterprises. Support leading enterprises to integrate and utilize domestic and foreign technologies, talents, patents and other resources, accelerate big data technology research and development and product innovation, improve the international market share and brand influence of products and services, and form a batch of comprehensive and professional leading enterprises with international competitiveness. We will support SMEs to deepen their efforts in market segmentation, accelerate innovation in service models and business models, and improve their innovation capabilities. Encourage enterprises in all links of the ecological chain to strengthen cooperation, build an industrial ecology of multi-party cooperation, mutual benefit and win-win results, and form a good situation of coordinated development of large, small and medium-sized enterprises.

Optimize the regional layout of big data industry. In combination with the development needs of big data industry, establish and continuously improve the big data standard system covering foundation, data, technology, platform/tools, management, security and application. Accelerate the development of basic general national standards and industrial standards in key application fields. Select key industries, fields and regions to carry out standard test verification and pilot demonstration, and strengthen publicity and implementation. Actively participate in big data international standardization. Strengthen the exchange and cooperation between China's Big Data Standardization Organization and relevant international organizations. Organize resources for production, education, research and utilization in China, and accelerate the promotion of international standard proposals. Support relevant units to participate in international standardization work and assume relevant positions, undertake international standardization activities, and expand international influence.

Accelerate the development of key national standards. Strengthen the research and development of new information security products based on big data, promote the application of big data technology in the security protection of key information infrastructure, and ensure the security of important information systems such as finance, energy, power, communication, transportation, etc. Build a big data platform for network information security situational awareness and a security monitoring and early warning platform for the national industrial control system, promote the collection and sharing of network information security threat data, and establish a unified, efficient, collaborative network security risk reporting, intelligence sharing, research, judgment and disposal system.

5、 Safeguard measures

(I) Promote system and mechanism innovation

Under the system of inter ministerial joint meeting to promote big data development, we should establish and improve the coordination mechanism of big data development linked by the central and local governments, form a benign pattern of application driven industry and industry supported application, and promote the development of big data industry and application in coordination. Strengthen resource sharing, communication and collaboration, coordinate the formulation of policies, measures and action plans, and solve major problems in the development of big data industry. Establish a ministerial and provincial coordination mechanism for big data development, strengthen the convergence of policies, measures, planning and other policies related to local and central big data industries, and promote interregional big data policy coordination through joint industrial planning and other measures. Organize the evaluation and inspection of big data development to ensure the orderly progress of key work. Give full play to the role of local government big data development coordination organization or coordination mechanism, incorporate the development of big data industry into the regional economic and social development plan, and strengthen the organizational guarantee of big data industry development.

Strengthen data overall management and industry self-discipline, strengthen big data intellectual property protection, and encourage enterprises to set up special data protection positions. Research and formulate data circulation trading rules, promote risk assessment in the circulation link, explore the establishment of information disclosure system, support third-party institutions to supervise and audit data compliance applications, and protect the legitimate rights and interests of relevant subjects.
