Who is Chang Xiaobing?

Chang Xiaobing, born in March 1957, started working in March 1975, is a member of the Communist Party of China and a professor level senior engineer. In 1982, he graduated from the Department of Telecommunication Engineering of Nanjing University of Posts and Telecommunications with a bachelor's degree in engineering; In 2001, he obtained the MBA degree of Tsinghua University; In 2005, he received a doctorate in business administration from Hong Kong Polytechnic University.

Chang Xiaobing has successively served as the Deputy Director General of Nanjing Telecom Bureau, the Deputy Director General of the General Administration of Posts and Telecommunications of China, the Deputy Director General and Director General of the Telecommunications Administration of the Ministry of Information Industry, the Deputy General Manager and Deputy Secretary of the Party Leadership Group of China Telecom Corporation, and the Chairman and Secretary of the Party Leadership Group of China Unicom.
