According to the relevant person in charge of the Ministry of Culture, the comprehensive law enforcement agencies of the cultural market in six provinces (cities), including Beijing, Shanghai, Jiangsu, Zhejiang, Hubei, and Guangdong, have recently inspected various online performance platforms, and combined with the self inspection and self correction of online performance platforms, to centrally clean up the content of online performances.

According to the relevant person in charge of the Ministry of Culture, 4313 serious illegal performance rooms were closed and 15795 illegal performance rooms were rectified on all major online performance platforms during the centralized cleaning.

According to a reporter's survey, the huge economic benefits, especially the phenomenon of "the more pornographic, the more violent, the more famous, and the more rewards", have made some webcasters spare no effort to broadcast porn, violence, and even create all kinds of farces to strive for fame.

A female anchor named "Coco" in Shandong has more than one million fans on a live broadcast platform. Fans rewarded her with virtual gifts such as flowers, lollipops, diamond rings and luxury cruise ships. Coco also earned extra income by opening members, adding WeChat and taking photos of netizens. "Some fanatical fans will give out 1314 gifts for each group in a row according to the performance. One gift ranges from 0.1 yuan to more than 10 yuan, and 1314 gifts for each group can cost hundreds to thousands of yuan. 521 gifts for each group and 88 gifts for each group are more," Coco said.

It is understood that different platforms have different sharing modes. Some platform anchors can get 30%, some can get 50%, and some platforms will set corresponding sharing ratios according to different revenue.

In addition, in addition to direct reward sharing, anchors can earn income by participating in various activities invited by fans, selling goods in online stores, and pushing advertisements during live broadcast. Many "online celebrities" have quoted more than 100000 yuan for an advertisement. The 2016 Big Data Report on China's E-Commerce Celebrities released by the First Financial Business Data Center estimated that the industrial output value of celebrities this year was close to 58 billion yuan, far exceeding the total box office of 44 billion yuan of films nationwide last year.

Some live broadcasting platforms connive at the spread of all kinds of pornographic and violent content in order to increase revenue, improve platform popularity, activity and traffic. At the same time, through the design of the sharing system, the platform also allows the anchor to carry various tasks such as traffic, ranking, and guiding users to give gifts, which increases the impulse to perform beyond the norm.

Need to solve the problem of nearly 1000 live broadcasts and online monitoring

In 2011, the Ministry of Culture issued the Interim Provisions on the Management of Internet Culture, which stipulates the prohibited content of Internet culture. Recently, the Ministry of Culture also issued the Notice on Strengthening the Management of Online Performance, which clearly prohibits the use of human defects or the display of human variation to attract users, or the use of terror, cruelty, destruction of physical and mental health of performers, or the abuse of animals for online performance activities.

Wang Yunfei, associate professor of sociology at Anhui University, and other experts believe that at present, there are many kinds of live content, and it is difficult to clearly define whether it is horrible, cruel, violent or vulgar. Some platforms and anchors play a marginal role, and some deliberately place servers abroad to avoid direct supervision. Therefore, it is necessary to gradually refine policies and clarify the boundaries of various behaviors.

Some cultural law enforcement officials said that it was also difficult to investigate and deal with illegal webcasts. It is understood that at present, the supervision of online live broadcast by the cultural department mainly relies on random inspection and mass reporting, and the live broadcast platform needs self audit and self inspection, and is responsible for the live broadcast content. However, some managers of the live broadcast platform said that nearly 1000 live broadcasts are online at the same time, which is often difficult to monitor seamlessly.

In this regard, Wang Zhongwu, a sociology professor at Shandong University, and other experts suggested that, first of all, online performance business units should fulfill their main responsibilities, allocate sufficient content audit and inspection personnel, and tighten technical monitoring measures to achieve timely discovery, timely tracking and identification, and timely shutdown. The live broadcast platform should also be prominently publicized and prompt the reporting channels such as the phone number and email address during the live broadcast, so that everyone can supervise and prevent, so that there is no place to hide the dirty content.

The anchors and other performers bear the most direct responsibility for the content of the webcast. Some experts believe that the "blacklist" system of anchors and other performers should be established and improved, so that they can "break the law everywhere, but be restricted everywhere", and play an effective deterrent and warning role. At the same time, the real name system measures such as identity authentication should be implemented for network anchors, so that the source can be checked and the responsibility can be investigated.
