As the "golden signboard" of tourism consumption in Hainan, the scale of tax exemption in outlying islands has accelerated. It takes 10 years for the amount of shopping to exceed 100 billion yuan, and it takes two and a half years for the amount of shopping to exceed 200 billion yuan.

In the 12 years since the implementation of the duty-free shopping policy in the outlying islands of Hainan, there have been nine major adjustments, especially after the publication of the General Plan for the Construction of Hainan Free Trade Port in 2020, the largest adjustment has been made. The shopping quota has increased from 5000 yuan to 100000 yuan, and the duty-free category has increased from 18 categories to 45 categories.

At present, the number of duty-free shops in the outlying islands of Hainan has increased to 12, and the business area has increased to 520000 square meters; The policy has achieved full coverage of aircraft, trains and ships, and gradually incorporated business aircraft and domestic cruise passengers into the policy oriented group.

Hainan offshore duty-free shopping policy will increase more facilitation measures this year. From April 1, on the basis of picking up goods in the isolation area, mail delivery, and returning to the island, the methods of "immediate delivery upon purchase" and "immediate delivery upon guarantee" will be added. According to the customs statistics, the amount of "immediate purchase and immediate withdrawal" shopping has reached 1.66 billion yuan and the amount of "immediate withdrawal upon guarantee" shopping has reached 41.37 million yuan since the policy was implemented half a year ago.

In recent years, the tax exemption of Hainan outlying islands has accelerated to attract the return of overseas consumption. The industry has predicted that by 2025, Hainan may become the world's largest offshore duty-free shopping market. In the first three quarters of this year, the amount of duty-free shopping on outlying islands in Hainan was 34.94 billion yuan, up 28.6% year on year.

Liu Feng, director of the Research Center for a Free Trade Port with Chinese Characteristics of Hainan Normal University, said in an interview that there is still room to release the potential of duty-free shopping on outlying islands in Hainan. He suggested to further relax the policy of "purchase and offer", and plan more new business forms and models of "tourism+duty-free shopping" in combination with the opening of Hainan roundabout tourism road, sports event tourism, concert economy, etc. (End)
