According to the Measures for the Implementation of the Regulations of Shaanxi Province on the Administration of Medical Institutions, the establishment and approval of medical institutions are subject to the hierarchical responsibility system. Hospitals with more than 500 beds or hospitals of traditional Chinese medicine with more than 200 beds shall be reported to the health administrative department of the provincial people's government or the provincial administrative department of traditional Chinese medicine for approval after the preliminary examination and approval of the municipal (district) health administrative department.
