Zunyi, Guizhou: purchase houses instead of loans, encourage stronger central and state-owned enterprises to visit Zunna

Implement the principle of "house recognition rather than loan recognition"

The document proposes to support rigid and improved housing demand. The policy of "house purchase without loan purchase" has been well implemented. When households (including borrowers, spouses and minor children, the same below) apply for loans to purchase commercial housing, if there is no complete set of housing in the county (city, district, new area) where the purchased commercial housing is located, whether or not they have used the loan to purchase housing, banking financial institutions will implement the housing credit policy according to the first set of housing. The real estate registration department of each county (city, district, new area) shall inquire about the number of complete sets of housing units of resident families under the local name according to the application or authorization of resident families, and issue the inquiry results. If it is necessary to query the number of complete sets of housing units recorded in online signed contracts, the Housing and Urban Rural Development Bureau of each county (city, district) shall query according to the application or authorization of the households, and issue the query results.

For households purchasing commercial housing with loans, the minimum down payment ratio of commercial individual housing loans for the first housing is not less than 20%, and the minimum down payment ratio of commercial individual housing loans for the second housing is not less than 30%; The lower limit of the commercial individual housing loan interest rate for the first housing is not lower than the loan market quotation rate (i.e. LPR) for the corresponding period minus 20 basis points, and the lower limit of the commercial individual housing loan interest rate for the second housing is not lower than the loan market quotation rate for the corresponding period plus 20 basis points.

The document also proposes to further strengthen financial services. Financial institutions should speed up the approval and issuance of qualified personal housing mortgage loans to better meet the rigid and improving housing needs of residents.

Increase the amount of provident fund loans

According to the document, Zunyi will also increase the support for housing provident fund purchase. During the period from July 1, 2022 to December 31, 2023, if the depositor purchases a house and applies for an approved housing provident fund loan, the depositor and his/her spouse can apply for withdrawing the housing provident fund to pay the down payment for the purchase of the house. At the same time, the time interval limit for two housing provident fund loans will be lifted, and the second housing provident fund loan can be applied for after the first housing provident fund loan is settled. Depositors from other cities (prefectures) in the province who apply for housing provident fund loans to purchase their own houses in this city are not subject to the restrictions of residence registration.

Increase the maximum loan amount of the housing provident fund. If the loan applicant has paid the housing provident fund in full and in a normal manner, the maximum loan amount for the purchase of self owned housing will be increased to 500000 yuan; If the loan applicant and the joint applicant pay the housing provident fund in full and on a regular basis, the maximum loan limit for the purchase of self owned housing will be increased to 600000 yuan. Zunyi City will also actively carry out individual housing purchase interest supplement loans with housing provident fund.

The notice shows that all purchasers who purchase new commercial housing and second-hand housing in Zunyi City can apply for household registration landing procedures by presenting the recorded Commercial Housing Sales Contract and deed tax payment certificate, and their children can enjoy the degree of the public school at the compulsory education stage where the property is located according to regulations.

Support reasonable housing consumption

Zunyi City also proposed to promote the consumption linkage of primary and secondary housing.
