Recently, the Shanxi Provincial People's Government approved the investigation report of the "9 · 1" major collapse accident of Xinzhou Daixian Jingcheng Mining Co., Ltd., identifying the accident as a major production safety liability accident.

At about 5:00 on September 1, 2022, a collapse accident occurred in No. 2 waste dump in mining area I of Daixian Jingcheng Mining Co., Ltd., causing 3 deaths and direct economic loss of about 10.1316 million yuan. After the accident, Xinzhou Municipal Government set up an accident investigation team to investigate the accident.

On July 12, 2023, Shanxi Provincial People's Government set up an investigation team for the "9 · 1" major collapse accident of Xinzhou Daixian Jingcheng Mining Co., Ltd., and the Supervision Committee of Shanxi Provincial Commission for Discipline Inspection set up an investigation team to investigate the accident again.

The direct cause of the accident was determined through investigation: Mining Area II of Jingcheng Mining Co., Ltd. made unauthorized investigation on the Fe? The ore body is mined underground to form a goaf; Mining Area I of Jingcheng Mining has built a dry concentration plant on the 1890m platform of No.2 waste dump without authorization, and discharged the waste rock after dry separation into the waste dump; 2 # waste dump failed to stack and discharge waste rock according to the design requirements and covered the goaf; The roof rock mass fissures in the goaf are developed, and rainfall catchment is immersed in the fissures, reducing the rock mass strength. Under the combined action of the above factors, the local roof of the goaf gradually collapsed to suddenly collapsed, leading to the collapse of the 1874m ore loading platform of the dry concentration plant in the No. 2 waste dump in mining area I.

The report points out that Daixian Jingcheng Mining Co., Ltd. failed to realize the unified planning, management and production of a mine by a single management entity; Suspected of providing false information in the annual report of mine reserves and the investigation of mined out areas; The mined out area is formed by illegal mining without design approval; Illegal organization of production in the name of goaf governance, illegal subcontracting and layer upon layer subcontracting; In violation of the law, a dry concentration plant was built and put into operation in No. 2 waste dump. Before the accident, ground cracks were found around the accident site, and no effective safety precautions were taken. The relevant regulatory authorities failed to supervise the illegal construction and operation of dry dressing plants, and the local party committee and government failed to urge the relevant departments to perform their duties of supervision and management of production safety according to law.

In this accident, 9 persons were recommended to be investigated for criminal responsibility, and 11 relevant responsible persons of the enterprise and 5 accident related units were recommended to be given administrative punishment. According to the recommendations of the accident investigation report, the discipline inspection and supervision authority, after examination and investigation, according to the facts and responsibilities identified, gave 27 public officials corresponding party and government disciplinary sanctions in accordance with the rules and regulations.
