It is understood that 41 provincial (central) administrative law enforcement departments in Liaoning Province have established the benchmark of administrative discretion, involving more than 3000 matters in six types of law enforcement fields, such as administrative punishment and administrative licensing; The administrative discretion benchmark established by the administrative law enforcement departments at the county level throughout the province and city involves more than 95000 matters in ten categories of law enforcement fields, including administrative punishment, administrative licensing, and administrative confirmation.

The formulation of the "four lists" is a concrete manifestation of the implementation of inclusive and prudent supervision and the implementation of flexible law enforcement. Up to now, the "four lists" compiled by the administrative law enforcement departments directly under the central government of Liaoning Province involve nearly 1700 items; The "four lists" completed by the municipal administrative law enforcement departments involved nearly 12000 items, including more than 6000 items of no administrative penalty.

In order to implement the "four lists" system, the Liaoning Provincial Department of Justice requires that the provincial judicial administration system should disclose the contents of the "one benchmark four lists" to the public in a timely manner and accept supervision.
