In order to accelerate the improvement of rural water supply guarantee capacity and level, the Ministry of Water Resources recently issued the Guiding Opinions on Accelerating the Development of Rural Water Supply with High Quality (hereinafter referred to as the Guiding Opinions). The Guiding Opinions pointed out that by 2035, the rural water supply project system and the management and protection mechanism for sound operation will be further improved, and the modernization of rural water supply will be basically realized.

The Guiding Opinions put forward that efforts should be made to initially form a high-quality development pattern of rural water supply with complete system layout, intensive and safe facilities, standardized and professional management and protection, and high-quality and efficient services in 3-5 years. The popularization rate of rural tap water and the proportion of rural population covered by urban and rural water supply integration and large-scale projects have significantly increased, the standardized construction and transformation level of small water supply projects has comprehensively improved, the proportion of 24-hour water supply projects and the proportion of metering and charging projects have significantly increased, and the number of people drinking directly from cellars and water tanks has significantly decreased; The quality of rural water supply generally reaches the level of local county water supply; The rural water supply project has fully realized the unified management at the county level, the degree of water supply security and the ability to resist risks have been significantly improved, and the long-term management and protection system and mechanism have been gradually established.

The Guiding Opinions defined five key tasks: first, scientifically formulate the provincial high-quality development plan for rural water supply, reasonably determine the high-quality development goals and tasks, research and propose the overall idea of high-quality development of provincial rural water supply, scientifically plan and build water sources, water plants and pipe network projects, reasonably determine the goals and tasks and annual implementation plan.

The second is to vigorously improve the rural water supply project system, give priority to promoting the integration of urban and rural water supply, and achieve the goal of networking as much as possible, expanding as much as possible, and connecting as much as possible. For areas where the urban water supply network cannot be extended for a short time, vigorously develop large-scale projects of centralized water supply to radiate and disperse water users as far as possible. For areas that cannot be included in the scope of urban and rural water supply integration and large-scale water supply in the near future, promote the standardized construction and transformation of small water supply projects according to local conditions, and reduce the number of rural population with direct drinking water cellar water and water tank water.

Third, we will deepen the implementation of special actions to improve the quality of rural water supply, and cooperate with relevant departments to strengthen water source protection. The centralized water supply project shall be equipped with complete purification and disinfection facilities and equipment as required, and the purification and disinfection treatment measures for decentralized projects shall be improved. Comprehensive self inspection of water quality was carried out for urban and rural water supply integration and large-scale projects, patrol inspection and sampling inspection of water quality for small-scale centralized and decentralized rural water supply projects were strengthened, and online monitoring of water quality was encouraged.

Fourth, improve and optimize the long-term operation management system and mechanism of rural water supply projects, and fully implement the "three responsibilities" and "three systems"; Actively promote the unified management of the county, promote enterprise management and professional management; Improve the water price formation and water fee collection mechanism, and promote water metering and charging; Explore and improve the supervision mechanism, strengthen digital empowerment, promote standardized management, and improve the level of digitalization, networking, and intelligence.

Fifth, strengthen the emergency water supply guarantee, establish and improve the emergency water supply guarantee system for both emergency and emergency purposes, and make preparations for the emergency plan, team, drill, standby water source, material reserve, etc. for rural water supply; Do a good job in emergency water supply in response to flood and drought disasters and sudden water pollution events to ensure the safety of drinking water for rural people.
