According to the policy document published on the website of the Shanghai Municipal Taxation Bureau of the State Administration of Taxation, on January 18, 2024, the Shanghai Municipal Taxation Bureau of the State Administration of Taxation and the Shanghai Branch of the People's Bank of China jointly issued the Notice on Matters Related to the Activation of the Entrusted Transfer Tax Agreement (hereinafter referred to as the Notice). The Notice pointed out that, according to the relevant work requirements of the State Administration of Taxation, After study, it was decided that Shanghai would start the Agreement on Entrusted Tax Transfer on January 22, 2024. The relevant matters are as follows:

1、 Agreement version change requirements

（1） As of January 22, 2024, the city's tax system will activate the Agreement on Entrusted Tax Transfer (see the annex for details, hereinafter referred to as the New Agreement), and the Tripartite Agreement on Entrusted Bank Tax (Fee) Transfer (hereinafter referred to as the Old Agreement) will be deactivated.

（2） Taxpayers can apply for signing a new agreement through the Internet or paper, and the application and signing process of the new agreement is consistent with the old agreement. The new agreement shall be printed uniformly by the tax department and shall not be altered.

（3） The legal effect of the old agreement signed before January 22, 2024 remains unchanged, and taxpayers do not need to sign a new agreement.

2、 Job requirements

（1） All units should attach great importance to this work, strengthen internal organization and coordination, provide system operation and maintenance guarantee, do a good job in personnel training and external interpretation, and ensure the seamless connection between the signing of new and old agreements.

（2） If there are problems in the process of signing the new agreement, please report to the municipal tax department and the treasury department of the People's Bank of China Shanghai Branch in a timely manner and handle them safely.
