On March 5, when attending the panel discussion of the National Committee of the Chinese People's Political Consultative Conference, Zhao Lu, Director of the Department of Education, Science and Technology of the Ministry of Finance, showed the members the education bill. He said that in recent years, the state's investment in education has continued to increase, with a net increase of 100 billion yuan in four to five years. At the same time, he revealed that in view of the national strategy of vigorously developing youth campus football, part of this year's education funds will be used to support campus football.

Zhao Lu introduced that in 2014, the implementation of the education budget at the central level was good, reaching 99.2%, which is more than 95% nationwide. He explained why more than 10 billion yuan could not be spent. It was mainly because some policies had come out, but the implementation plan formulated by the relevant departments had been delayed for too long, resulting in unsatisfactory budget implementation, which was not conducive to improving the efficiency of the use of financial education funds. Recently, the Ministry of Finance issued a document to activate the financial stock funds. This also includes the implementation of the education budget.

Zhao Lu introduced that from 2010 to 2014, the education expenditure arranged by the national public budget has accumulated to 9519.7 billion yuan. Among them, the national general public budget education expenditure was more than 1200 billion in 2010, and it reached 2290 billion in 2014, with an average annual growth of 16.2%.

In addition, the development of youth football is also one of the issues of public concern. Director Zhao Lu revealed that just after the football reform plan was passed, campus football development was one of them. The goal of campus football has also been set in the future planning, so the Ministry of Finance has also made arrangements in the education expenditure in 2015 to support the development of campus football. He said, "It is not a football project. The financial support for sports is overall support. Sometimes it is a multi-purpose site. Our opinions should be well planned, and then we should rely on the existing conditions. It is not necessary to build a new standardized football field, mainly to kick the ball first. Schools should adjust measures to local conditions. Campus football must have support in the budget."
