Survey: Have you ever experienced difficulties in obtaining a certificate?

At the executive meeting of the State Council on May 6, Premier Li Keqiang told three stories in a row, denouncing some government agencies, when discussing the determination of further streamlining administration and delegating powers and canceling the category of non administrative licensing approval. He asked inexplicably: Why is it so difficult for ordinary people to do something? Why should the government set so many "obstacles" to the people?

"Your mother is your mother", how can it be proved? What a joke!

"I saw a media report that a citizen needs to fill in an 'emergency contact' when he wants to travel abroad. He wrote his mother's name, but the relevant department asked him to provide materials, Prove that 'your mother is your mother' !” As soon as the Prime Minister's words ended, the venue burst into laughter.

"How can this prove? It's a big joke! People wanted to travel and relax, but what happened?" Li Keqiang said, "Are these agencies responsible for the people, or are they deliberately setting obstacles for the people?"

The existing achievements of the reform of streamlining administration and delegating power are still far from the expectations of the people, and further reform is needed

The second story told by Li Keqiang took place in Hainan: when an outstanding worker at the grass-roots level participated in the selection of national model workers, only eight seals were required to be affixed to the submitted materials, but he ran for several days and failed to cover all of them. Finally, it was the special approval of provincial leaders that solved the problem.

"He cried on the spot when he finished sealing the seal." The Premier asked inexplicably, "Why is it so difficult for people to do something? Why does the government set so many 'barriers' for people to do things?"

He therefore concluded that in the past two years, although the reform of streamlining administration and delegating power, combining decentralization with regulation, and transforming government functions has achieved remarkable results, it must be noted that the existing achievements are still far from the expectations of the people, and further reform is needed.

What the people want, what the government wants, and what the people are responsible for are the responsibilities that the government should perform!

The third story told by the Premier took place during the investigation in Fujian two weeks ago. At that time, Li Keqiang hosted a forum for heads of some Taiwan funded enterprises in Xiamen. A representative of Taiwan businessmen told the Premier that his biggest difficulty in doing business in the mainland was not the lack of preferential policies, but the insufficient protection of intellectual property rights.

"When something is found out, it will be immediately imitated, sued, and asked the government, and no one will solve it!" At the executive meeting on May 6, Li Keqiang said, "We do have such a problem now: the government has not managed some 'things that should be managed' in place, but it has' extended its hand 'to some' things that should not be managed '!"

Li Keqiang said that at present, the whole society has reached a consensus: clarifying the boundaries between the government and the market is the key to economic restructuring, and streamlining administration and delegating power is a reform that "affects the whole body from one issue". At the same time, people also put forward higher requirements for "supervision" and "service" to the government.

"What the people want, what the government wants, and what the people are responsible for is what the government should do!" the Premier said loudly.

We should review the overall situation of streamlining administration and delegating power, combining decentralization with regulation, and transforming government functions

In addition to telling current stories, the Premier also talked about history. In this year's Report on the Work of the Government, the Prime Minister proposed that "the road should be simple and the power should not be arbitrary". At the executive meeting on May 6, he further explained that in Chinese history, whenever the politics of an era were "simple" and people were able to recuperate, they would be called "prosperous times" by later generations. However, the main line of several major reforms in Chinese history is to "cut down the complexity and simplify".

"Therefore, we need to take a holistic view of the combination of streamlining administration, delegating power, and delegating regulation. It is not only promoting the transformation of government functions, but also an important way to stabilize growth, withstand the downward pressure of the economy, stimulate entrepreneurship and innovation of the public." Li Keqiang said.

At the meeting on the same day, it was determined to further streamline administration and delegate power, cancel the approval category of non administrative licensing, and deepen the reform. Li Keqiang required that all departments should not "empty their guns", let alone "fool around", and should resolutely break the interests of departments to complete the tasks determined at the meeting with quality and quantity guaranteed.
