90 members jointly submitted a proposal to require legislation to curb violent injuries

Li Bin, director of the Health and Family Planning Commission, responded to the medical detention parade in Chaozhou; Reiterating that wounding doctors by violence is a serious crime and must be severely punished according to law

Recently, a young doctor in Chaozhou, Guangdong Province, was escorted by dozens of patients' families to march in the hospital. At a press conference on the 6th, Li Bin, director of the Health and Family Planning Commission, admitted that she had taken note of the report and reiterated that "violence against doctors must be severely punished according to law.". During the two sessions, Zhong Nanshan and other representatives from the medical and health sector once again "visited" the violent wounded doctors. They believe that what ultimately opens the minds of doctors and patients should be to really deepen the reform of the medical system and further return public hospitals to the public welfare.

Yesterday, Li Bin, director of the National Health and Family Planning Commission, said that "this kind of behavior is very bad, and the local government is handling it according to law", in response to the incident that a young doctor in Chaozhou Central Hospital in Guangdong Province was escorted by dozens of people who were tangled by patients' families to march in the hospital on March 5.

In response to the recent violent killing and wounding of doctors, Li Bin clearly reiterated that "wounding doctors by violence is a serious crime and must be severely punished according to law."

"There are still a few disputes"

7.3 billion outpatient visits 70000 disputes

Li Bin listed a set of data: in 2013, the number of outpatients in medical and health institutions nationwide was 7.3 billion; In the same year, about 70000 medical disputes were counted.

"In such a huge amount of diagnosis and treatment, the vast majority of doctors and patients still cooperate with each other to solve or relieve the pain of the majority of patients, and there are still a few disputes. This proportion can be counted by everyone." Li Bin pointed out that this is a legal society and a civilized society. The medical institution is an important place to perform the responsibility of rescuing the dying and helping the wounded and ensuring people's life and health. No matter who, for whatever reason, causes trouble, disturbs and destroys public order, or harms others' lives, it must not be allowed. It must also be severely condemned, and it must be dealt with seriously according to law. "There can be no ambiguity on this point".

"Doctors are not immortals. Long live understanding"

The success rate of dispute mediation is 88%

Li Bin introduced that in 2013, the national independent people's mediation committee for medical disputes accepted a total of 53000 cases, with a mediation success rate of 88%.

Li Bin said that to ban the "violent injury of doctors", doctors should not only strengthen the construction of medical ethics, but also "understand each other" between doctors and patients. "Doctors are not immortals, and it is impossible for them to revive their lives and get rid of diseases at any time, anywhere and everywhere." Li Bin called on both doctors and patients to "live with understanding" to defeat the common enemy of disease.

Li Bin believes that local governments and health administrative departments should strengthen the construction of third-party mediation mechanisms, establish a green channel for dispute resolution, and vigorously promote medical liability insurance. "The two cars hit each other. Maybe the two drivers were still fighting with each other in the first few years. Is it still there?" Li Bin said that the medical liability insurance and the third-party medical dispute condition mechanism could well resolve the doctor-patient conflict.

To improve the public welfare of hospitals, we should tap the potential from medical insurance

Zhong Nanshan, NPC deputy and academician of the Chinese Academy of Engineering

Can patients not be angry after waiting in line for three hours and seeing a doctor for three minutes? Can doctors keep a good attitude when seeing 50 or 60 patients in the morning?

The reason behind a series of problems such as doctor-patient relationship is the non-public orientation of public hospitals, which is also the difficulty of medical reform. He suggested that improving the public welfare of public hospitals and increasing the investment in medical and health undertakings should tap the potential from medical insurance.
