In January this year, the Notice of 19 Departments including the Ministry of Commerce on Promoting the High Quality Development of Foreign Design Consulting was issued, aiming to accelerate the development of foreign design consulting, give full play to the leading role of design consulting, extend the industrial chain of foreign contracted projects, innovate the way of foreign investment cooperation, and inject new momentum into the high-quality development of foreign design consulting, To promote the high-quality development of external design consulting, promote the deepening and implementation of the joint construction of the "Belt and Road", and promote the construction of a new development pattern.

At the same time, international design consultation should be strengthened to develop top-level design and planning with high quality. To strengthen the overall allocation of global resources, localization partners and global strategic partners need to coordinate the allocation of resources and jointly respond to and develop the market. To strengthen the cultivation of internationalized talents, establish an effective global human resource management system, and give play to the synergy of the industrial chain, it is necessary to drive the upstream and downstream enterprises of the construction industry chain, coordinate all parties, and go overseas in a group. It is also necessary to accelerate the reform of standards and norms, and explore overseas mergers and acquisitions.
