Reduces the burden of certificate processing for enterprises

The reform of "separation of certificates and licenses" is an important measure to deepen the reform of "decentralization, regulation and service" and optimize the business environment. From January to May this year, 135800 new enterprises were established in the national pilot free trade zone, up 60.52% year on year, 30 percentage points higher than the growth rate of new enterprises in the same period of the country.

This time, 68 items of approval were directly cancelled nationwide, 15 items of approval were changed to filing, 37 items of notification commitment were implemented, and some practical reform measures, such as delegation of authority, streamlining of materials, and reduction of time limit, were determined one by one for items of optimizing approval services. On this basis, the reform of the Free Trade Zone was further strengthened, with 14 pilot cancellations of approval, 15 approvals changed to filing, and 40 notification commitments implemented.

For enterprises with general business scope, they can operate after obtaining a license. For matters that need to be licensed within the business scope, the registration authority will clearly inform the enterprises when obtaining a license, providing guidance for enterprises to apply for a license.

Prevent a regulatory vacuum

To deepen the reform of "separation of certificates and licenses", how to innovate and strengthen supervision in and after the event? Zhao Longfei said that this reform deployment strictly implements the requirements of "combining decentralization with regulation and paying equal attention to both", and specifies specific measures to strengthen in-process and post event supervision for each business licensing item involved.
