3、 Reform of examination and enrollment system

Exam | 29 provinces launched comprehensive reform of college entrance examination, and 5 national college entrance examination bonus points have been canceled

On the morning of September 15, the Ministry of Education held the 12th meeting of the "1+1" series of press conferences of the "Decade of Education" to introduce the progress of the ten-year reform of the examination and enrollment system.

At the meeting, the relevant person in charge introduced that in 2015 and 2019, the Ministry of Education, together with relevant departments, has carried out two rounds of cleaning up and standardizing the bonus points of the college entrance examination, explicitly canceling five categories of national college entrance examination bonus points projects, including sports majors, middle school students' Olympic competitions, science and technology competitions, provincial outstanding students, and outstanding deeds of ideology and morality, and guiding local areas to reduce local bonus points projects, Further reduce the bonus points.

At present, Five types of national college entrance examination bonus projects have been canceled, and 95 types of local bonus projects have been gradually canceled We will work with relevant departments to promote more accurate bonus points for ethnic minorities. The goal of "substantial reduction and strict control" has been achieved by cleaning up and standardizing the extra points for college entrance examination.

In addition, the comprehensive reform of the college entrance examination will continue to be carried out steadily. Up to now, 29 provinces in China have started the comprehensive reform of college entrance examination. Among them, the first three batches of new college entrance examinations in 14 provinces have been smoothly implemented. The fourth batch of new college entrance examinations in 7 provinces will be launched in 2024, and the fifth batch of new college entrance examinations in 8 provinces will be launched in 2025.

The relevant person in charge said that in 2020, the Ministry of Education issued the plan to launch and implement a strong foundation. At present, 39 "double first-class" universities focus on the enrollment of mathematics, physics, chemistry, biology, philosophy, history, ancient philology and other majors. We will promote the reform of educational evaluation of "breaking the five standards", innovate the talent training model, implement small class size and tutorial system, and explore the training model that connects undergraduate, graduate, and doctoral programs. Over the past three years, the Foundation Strengthening Plan has enrolled more than 18000 new students

The relevant person in charge also said that the classified recruitment for higher vocational education is also vigorously promoted. By promoting the relatively separation between the examination and enrollment of higher vocational colleges and ordinary undergraduate courses, and adopting the examination and evaluation method of "cultural quality+vocational skills", various regions generally arrange classified examinations of higher vocational colleges in spring every year. Students can also participate in the unified college entrance examination to enter higher vocational colleges. With the vigorous promotion of various places, classified examination has become the main channel for students to enter higher vocational colleges. More than 3 million students have passed the classified examination every year, accounting for more than 60% of the total enrollment in higher vocational colleges.

The meeting also announced the results of the reform of the way of educating people in ordinary high schools. First of all, the allocation standard of public funds per student has been fully established. In 2019, the country first formulated the allocation standard of public funds per ordinary high school student not less than 1000 yuan. Up to now, the standard of public funds per ordinary high school student in all provinces (districts, cities) has reached the requirement of more than 1000 yuan, effectively ensuring the normal operation of the school.

In addition, the teacher supplement continues to increase. The total number of full-time teachers in ordinary high schools has increased significantly, from 1.595 million to 2.0283 million, an increase of 27.17%. The student teacher ratio has been optimized from 15.47:1 in 2012 to 12.84:1 at present, effectively easing the shortage of teachers in the implementation of the comprehensive reform of the college entrance examination.

In terms of lesson preparation, since 2018, the Ministry of Education has held 18 consecutive national demonstration training courses for new courses and new teaching materials nationwide, combining online and offline training, and has trained 470000 principals and teachers in total. In 2020, 33 national demonstration areas and 99 demonstration schools for the implementation of new curriculum and new textbooks for ordinary high schools were selected and established nationwide, and each demonstration area school carried out more than 150 online open teaching and research activities nationwide. By the autumn semester of 2022, all provinces (autonomous regions and municipalities) across the country have fully implemented the new curriculum and new textbooks, and 29 provinces that have entered the comprehensive reform of the college entrance examination have achieved the "three new synchronization" of the new curriculum and new textbooks and the college entrance examination.

The academic level examination was further standardized, with the academic level qualification examination results as an important basis for students to graduate, and the academic level selective examination results as an important basis for students to enter higher education. The qualification test of academic level examination is uniformly arranged at the end of the semester. In principle, the subjects for senior one students to participate in the examination shall not exceed 4 subjects. The selective examination time is generally arranged after the unified college entrance examination to prevent problems such as too many examinations, unreasonable time arrangement, and aggravating students' burden.

On September 14, Education Technology announced its unaudited financial results for the second quarter of 2022. The financial report shows that the revenue of the quarter was 133.5 million yuan, 80.1% lower than the second quarter of 2021, which was 670.9 million yuan; The net loss was 26.4 million yuan, significantly lower than the net loss of 266.7 million yuan in the second quarter of 2021.

According to the financial report, the year-on-year decline in net income in the second quarter of 2022 is mainly due to the company's termination of online K12 coaching services at the end of 2021. Excluding the net income from online K12 coaching services, the net income in the same period increased significantly from 8.9 million yuan to 133.5 million yuan. According to previous reports, on June 8 this year, Education Science and Technology released the SaaS teaching platform of "one teaching and one learning". The sales and marketing expenditure in this quarter was 11.7 million yuan, down 96.2% from 306.7 million yuan in the second quarter of 2021. R&D expenditure was 35.7 million yuan, down 84.4% from 229.5 million yuan in the second quarter of 2021. The main reason for the decrease is that the staff have optimized according to business adjustment.

An education science and technology project predicts that the total net income in the third quarter of 2022 will be between 120 million yuan and 140 million yuan, and the total net income in the third quarter is expected to come entirely from the ongoing business after the company's business transformation.
