Each university can apply for the base separately, or it can be jointly applied for by different types of universities in the same city. After receiving this notice, all schools applying for the base should carefully fill in the Application Form for National University Students Cultural Quality Education Base (see the annex). ministry of education Universities can directly report to the Ministry of Education; Other colleges and universities shall report to the local provincial education administrative department, which shall organize the preliminary review, select no more than one base in principle to apply to the Ministry of Education, and report to the Department of Liberal Arts and Education of the Department of Higher Education of the Ministry of Education before November 30, 2005 (the school application report and application form are in duplicate).

The colleges and universities applying for the base shall meet the following conditions:
(1) The main leaders of the school attach importance to the work of cultural quality education, can fully understand the necessity, importance and urgency of strengthening cultural quality education, and have clear ideas and measures for deepening the work of cultural quality education;
(2) The school has a leading organization for cultural quality education, with full-time or part-time management personnel. It often carries out cultural quality education activities, has achieved certain results, accumulated certain experience, and can play a leading role in the university;
(3) It can closely combine the strengthening of cultural quality education with the transformation of educational thoughts and concepts, the strengthening of ideological and political education for college students, the reform of talent training mode, and the deepening of education and teaching reform, develop a scientific and reasonable talent training program, and pilot in some disciplines to achieve preliminary results;
(4) Be able to integrate cultural quality education into professional education and attach importance to students in professional course teaching humanistic spirit and scientific spirit And achieved certain results;
(5) There is a stable and high-level teaching staff engaged in cultural quality education, and they can undertake the task of training relevant teachers;
(6) Attaching importance to the curriculum construction and textbook construction of cultural quality education has achieved some symbolic results;

Evaluation and acceptance

For the bases approved for construction, the Ministry of Education will organize experts to carry out mid-term inspection and evaluation 2 years after the date of approval, based on the principle of building first and then evaluating. In case of disqualification, the base qualification shall be suspended or cancelled. Five years after the construction of the base, the Ministry of Education will organize experts to carry out evaluation and acceptance, give final confirmation to qualified bases, commend outstanding ones, and disqualify unqualified bases.
