New Zealand crack down on illegal mailing of infant formula milk powder out of the country
On September 28, the Ministry of Primary Industry (MPI) of New Zealand and the New Zealand Customs issued a statement on the official website to jointly launch actions to combat the illegal export of infant formula. According to the Animal Products Act of New Zealand promulgated in 1999, all acts of taking dairy products out of New Zealand are regarded as exports, including online shopping and gifts from relatives and friends. Only exporters registered with the Ministry of Primary Industries are qualified to export dairy products, including infant formula. This means that all New Zealand infant formula exported to China through other channels except agent import is within the scope of this crackdown, including online purchasing.
In recent years, with the booming online shopping industry and the increasingly developed modern logistics industry, more and more New Zealand infant formula is shipped to international consumer markets including China by mail, with a total value of more than 150 million New Zealand dollars (about 750 million yuan) and still growing rapidly. The infant formula exported through this route is not subject to the export quarantine supervision of the Ministry of Primary Industry of New Zealand, which not only interferes with the normal dairy product trade, but also brings quarantine health and quality safety risks.
The New Zealand Ministry of Primary Industry and the New Zealand Customs announced at the same time that companies and individuals who illegally export infant formula will be punished with a maximum of NZ $300000 and NZ $50000, and will decide whether to charge them at their discretion.
The Animal and Plant Department of AQSIQ reminded domestic consumers to carefully choose New Zealand infant formula entering the country by mail to avoid unnecessary losses.
