In recent years, driven by economic globalization, innovation elements with knowledge, technology and talents as the core flow rapidly around the world. Xi Jinping stressed that "science and technology are global and contemporary, and the development of science and technology must have a global perspective. If we do not reject the flow of people, we can become rivers and seas. Independent innovation is an innovation in an open environment, and we must not close the door to do it. Instead, we must gather the spirit of the world and use the power of all." In the new era, China is accelerating the construction of an innovative country and a world science and technology power, It is necessary to plan and promote innovation from a global perspective, and strengthen international scientific and technological innovation cooperation in an all-round way.

At present, the global scientific and technological innovation strength is quietly changing, and the world innovation landscape is constantly reshaping. The innovation strength of developing countries represented by emerging market countries has significantly improved, and the demand for innovation cooperation is growing day by day. The practice of global scientific and technological innovation shows that strengthening international scientific and technological innovation cooperation and actively integrating into the global scientific and technological innovation network is an important reason for the increasing innovation strength of some countries. Since the 18th National Congress of the Communist Party of China, China has firmly grasped the opportunity of a new round of scientific and technological revolution and industrial transformation in the world, constantly expanded the opening up of scientific and technological fields, constantly strengthened international scientific and technological innovation cooperation, established scientific and technological cooperation relations with many countries, and actively participated in some international major scientific plans and projects. However, it should also be noted that China still has a lot of work to do in utilizing global innovation resources through international scientific and technological innovation cooperation and constantly improving scientific and technological innovation capabilities. At present, we should focus on the following aspects.

Efforts should be made to improve the ability to integrate global innovation resources. In today's era, the scientific and technological innovation capability of a country depends largely on its ability to integrate global innovation resources. To improve our scientific and technological innovation capability, China needs to further promote international scientific and technological innovation cooperation, gather the spirit of the four seas, take advantage of the efforts of eight parties, and adhere to strengthening independent innovation in open cooperation. Focus on key technical fields, strengthen project cooperation with relevant countries, carry out joint research, and solve key technical problems. Strengthen the exchange and cooperation of scientific and technological talents in key technology fields, and precisely introduce high-end scientific and technological innovation talents. To build an open and cooperative platform for international innovation resources, in particular, we need to foster a number of global oriented technology transfer service intermediaries, promote the international transfer of key technologies, and encourage China's innovation entities to connect with international innovation resources. Support China's qualified innovation subjects to go global, and effectively use international innovation resources by establishing overseas research and development centers.

Actively build the "Belt and Road" scientific and technological innovation community. At present, the joint construction of the "Belt and Road" is widely welcomed by the international community. The "Belt and Road" is a road of innovation, and scientific and technological cooperation with relevant countries is an important part of the joint construction of the "Belt and Road". We should actively promote the construction of the "Belt and Road" innovation road, strengthen scientific and technological innovation cooperation and exchange with relevant countries, and play the role of scientific and technological innovation cooperation in the joint construction of the "Belt and Road". To meet the demand for major scientific and technological innovation in the construction of the "Belt and Road", we will select a number of major international scientific and technological cooperation projects in key areas such as disaster prevention and mitigation, advanced manufacturing, information and communication, agriculture, and transportation, strengthen joint research, and give full play to the important role of scientific and technological innovation in the "Belt and Road" production capacity cooperation.

Deeply participate in global science and technology innovation governance. Whether we can participate in the governance of global scientific and technological innovation in depth is related to China's scientific and technological innovation capability. Only by being good at initiating global innovation issues and comprehensively improving the globalization level and international influence of China's scientific and technological innovation can China become an important pole in the global innovation landscape. We should actively set up innovation topics, strengthen dialogue and communication on science and technology innovation policies, and make China's voice heard on the global innovation stage. Facing cutting-edge basic research and global key scientific and technological issues, actively participate in international major scientific programs and major scientific projects. At the same time, based on China's advantageous fields, Chinese scientists are encouraged to initiate and organize international scientific and technological cooperation plans, and cultivate a number of projects that can attract wide international attention.
