On the 16th, the Ministry of Education held a meeting for colleges and universities to deal with receiving foreign subsidies. During the meeting, the Trust Department of the American Christian University Federation sent representatives to Hong Kong to discuss the subsidy with the representatives of the Trust Department. The faculty and students of Jinda passed the resolution and refused to reply, saying that they had severed all relations with the American Church. After the meeting, Jin University and Jin Women's College deliberated and negotiated, and decided to be taken over by the government, and the two universities merged to become public Jinling University.
On May 3, 1951, the East China Military and Political Commission approved the list of members of the Preparatory Committee for the merger of Jinda and Jinnvyuan. On June 8, 1951, the Ministry of Education of East China approved the department adjustment and enrollment plan of the Preparatory Committee for the merger of the two universities. After the merger of the two universities, there are still 23 departments, 6 specialized departments and 2 departments in the three academies of literature, science and agriculture. On August 6, 1951, the Ministry of Education of East China approved the plan for the merger of Jinda and Jinnvyuan. After the merger, it was still named Jinling University. The College of Arts is located at the site of the former Jin Women's College, known as the Jindaning Department (Ninghai Road); The College of Science and Agriculture is located at the former campus of Jinda University, called Jindajin Department (Tianjin Road). Nanjing Normal University, based on the Normal College of Nanjing University and the Education Department and Child Welfare Department of Jinling University, is merged with the Child Care Specialty of Shanghai Sindan University, the Child Welfare Group of the Social Welfare Department of Guangzhou Lingnan University, and the Mathematics and Science Class of Nanjing Normal College. The campus is located in the former Jinling Women's College of Arts and Sciences (now the Suiyuan Campus of Nanjing Normal University). In November and December, the Education Department of the Central People's Government appointed Chen Heqin as president of Nanjing Normal University, and Wu Yifang and Zong Hanmin as vice presidents; Gao Juefu was appointed Dean, Hu Yanli was appointed General Manager, and Xiong Zirong was appointed Librarian. Nanjing Normal University was initially built on the basis of the original Jinling Women's College of Arts and Sciences. It has 191 mu of land, 9448 square meters of teaching and office buildings, 5837 square meters of student dormitories, and 5616 square meters of living rooms for teachers and staff. There are 4 laboratories and more than 700 instruments. The library has more than 117000 books and materials. By 1956, the teaching and office space had increased by 8519 square meters, and the living space for teachers and students had increased by 1211 square meters. In addition, the construction guarantee office, piano room, anatomy room, greenhouse, laundry room and bathroom had been built. The library has more than 250000 books and materials.
In 1955, according to the instruction of the Central Ministry of Education, Nanjing Normal University and relevant departments of Jiangsu Normal University were adjusted in order to centralize the leadership to run several departments and divisions of arts and sciences. The departments of Chinese, Biology, Geography and Fine Arts of Jiangsu Normal University were merged into Nanjing Normal University, and the departments of Mathematics and Physics of Nanjing Normal University were merged into Jiangsu Normal University. After the adjustment, Nanjing Normal University set up eight departments including Chinese, education, preschool education, geography, chemistry, biology, art and music, and five specialized subjects including Chinese, geography, biology, art and music, and opened correspondence education for teachers colleges.

In December 1969, the Education and Health Office of Jiangsu Revolutionary Committee decided to merge some departments of Jiangsu Education College and Jiangsu Correspondence University into Nanjing Normal University. In November 1969, the two departments of music and art of Nanjing Normal University were merged into Jiangsu Revolutionary Literature and Art School (the former Nanjing Art Institute). In 1972, the two departments were again affiliated with Nanjing Normal University. In 1976, some teachers and staff of Nanjing Institute of Physical Education were transferred to the sports training group of Nanjing Normal University, and soon merged with the public sports room to establish the sports department.
