Post doctoral research mobile station (hereinafter referred to as mobile station) refers to a certain station in a university or scientific research instituteFirst level disciplineWithin the scope, approved organizations can recruit postdoctoral researchers.
By 2023, China has set up 3352 mobile postdoctoral research stations.[4]
What is post doctoral research mobile station:Postdoctoral mobile station refers tolay down a conditionSome colleges and universities with higher academic level, better scientific research and logistics conditions orscientific research institution, approved to recruit outstanding young doctors who have just obtained doctorate degrees at home and abroad to engage in post doctoral research in certain disciplines.
System:China's postdoctoral system is based on the reform and opening up of the environment, by the famous Chinese scientistsLi ZhengdaoMr. Li proposed and learned from the foreign postdoctoral system and the cultivation of young peopleSenior talentsThe purpose of this program is to attract, train and use high-level talents.
The post doctoral system refers to the domestic institutions of higher learning and scientific research institutions, or large enterprisesHigh tech enterprises、Overseas Chinese Pioneer ParkAnd scientific research and production oriented institutions to set up some special positions, select outstanding young people who have obtained doctorate degrees to work here within the specified time limitscientific researchWork.
The post doctoral system in China is a system to attract, train and use young and senior talents, which is based on the experience of foreign countries in cultivating outstanding talents and the national conditions of China. The background of China's postdoctoral system is as follows.
1. At the beginning of reform and opening up, the reform and development of education and scientific research system provided a prerequisite for the formation of the postdoctoral system.
2. The establishment of the post doctoral system meets the objective requirements of the country to improve the training environment and training methods for senior talents.
3. The reason for the birth and rapid development of the postdoctoral system is that the ten-year "Cultural Revolution" has resulted in the shortage of national talents and the fact that the science and education front is waiting for development.
4. Attracting overseas doctors to return to work is the direct incentive for the post doctoral system.
It is against the above background that many insightful people and experts and scholars at home and abroad in China proposed to learn from it at the beginning of the reform and opening updeveloped countryThe experience of cultivating young and senior talents has been implemented in the post doctoral system in China.Among them, Professor Li Zhengdao, a famous physicist, played a key role in the establishment of China's postdoctoral system. In March 1983 and May 1984, Professor Li Zhengdao wrote to national leaders twice, proposing to establish a mobile post doctoral research station in China and implement a post doctoral system. He believed that China, as a major country in the world, must cultivate some leading high-level scientific and technological talents.Obtaining a doctor's degree is only one part of the training process. Young doctors can mature gradually only after several years of independent work in an environment with an active academic atmosphere. Therefore, some special positions should be set up in some colleges and research institutions, and some people who have recently obtained doctoral degrees should be selected here to engage in a stage of post doctoral research, so as to broaden their knowledge, further cultivate their independent working ability, and make them become high-level professionals.Professor Li Zhengdao's suggestion has attracted great attention from Chinese leaders and government, as well as the scientific and technological circles and the educational circles.
When meeting with Professor Li Zhengdao in May 1984, Comrade Deng Xiaoping highly affirmed his proposal, and agreed that "hundreds of mobile stations become the system, which is the system for training and using scientific and technological talents. Training and use are combined, training is in use, and more advanced talents are found in training and useThe development direction and specific measures have been clearly indicated.[1]In May 1985, the National Science and Technology Commission, the Ministry of Education and the Chinese Academy of Sciences, in order to implement the spirit of the Party and state leaders' instructions on Professor Li Zhengdao's suggestions, and under the condition of widely absorbing the suggestions of experts and scholars and returned doctors and soliciting opinions from some departments and local governments, worked with the Ministry of Finance, the National Planning Commission, the Ministry of Public Security, the Ministry of Labor and PersonnelMinistry of CommerceAnd other relevant departments conducted repeated consultations and submitted the Report on the Pilot Establishment of Postdoctoral Research Mobile Station to the State Council. In July 1985, the State Council officially approved the report (GF [1985] No. 88), which marked the formal establishment of the postdoctoral system in China.[2]
Postdoctoral research workstation refers to an organization that can recruit and train postdoctoral researchers in enterprises, scientific research and production oriented institutions and special regional institutions upon approval.

Postdoctoral researchers refer to those who have been approved andNational Postdoctoral Management CommitteeOffice registered personnel engaged in post doctoral research in mobile stations or workstations. It has the following characteristics:
1. "Postdoctoral" indicates an experience. The doctor is the highest degree, and "postdoctoral" cannot be regarded as a higher degree than the doctor. Postdoctoral researchers cannot be granted any other title of degree, and "postdoctoral" is not professional technology orAdministrative position。
2. Postdoctoral researchers are mainly engaged inscientific researchThis kind of scientific research work is often exploratory, pioneering and innovative.
3. Postdoctoral researchers are official national staff, not students. They need to work with others during post doctoral researchRegular employeesSame calculationworking years, except for enjoying thepreferential treatmentIn addition, they also enjoy the same treatment as regular employees of the unit.
4. For the station setting unit, post doctors are staff with time limit, not included in the formal establishment. They must move out of the station after the expiration of their work. In fact, they are in a mobile state before they get a fixed job.

With strong scientific research strength and highacademic level, undertaking high-level research projects, and the scientific research work is in the forefront of China;3. Having necessary scientific research conditions andresearch fundsAnd can provide necessary living conditions for postdoctoral researchers.
A person who has obtained a doctor's degree, is excellent in character and learning, is in good health, and is generally under the age of 35 may apply for post doctoral research.Commissioned agent training, targeted training of doctors, in-service personnel and active servicemen, and application for post doctoral research work must be approved by the relevant units. The incumbent shall not apply for part-time post doctoral research.Generally, doctors trained by stations are not allowed to apply for post doctoral research in mobile stations of the same first-class discipline.[3]
Outbound process
1、 Post doctoral outbound, outbound application process
1. Post doctoral researchers shall submit to the station setting unit upon expiration of their workWork summary, research report and other written materials.A research report shall be submitted to the National Library for retention.
2. After receiving the outbound application of postdoctoral researchers, the station setting unit shall organize relevant experts to review their research work and formwritten materialIncluded in their personal files.
3. If the station is approved by the station setting unit to leave the station, it must also be reported to the National Museum Management Office or the relevant provincial (municipal) post doctoral supervisorDepartment reviewPut on record, and the following materials shall be issued by the National Museum Management Office or relevant provincial (municipal) post doctoral departments:
