China submits position document on strengthening ethical governance of artificial intelligence

On November 16, Chinese Ambassador for Disarmament Li Song led a delegation to attend the 2022 Conference of States Parties to the United Nations Convention on Certain Conventional Weapons in Geneva, Switzerland, and submitted to the Conference China's Position Paper on Strengthening Ethical Governance of Artificial Intelligence.

Li Song pointed out that artificial intelligence, ethics first. As the most representative disruptive technology, while AI brings potential huge development dividends to human society, its uncertainty may bring many global challenges and even cause fundamental ethical concerns. The international community is generally concerned that, if not regulated, the misuse and abuse of AI technology will damage human dignity and equality, violate human rights and fundamental freedoms, intensify discrimination and prejudice, impact the existing legal system, and have a negative impact on government management, national defense construction, social stability and even global governance.

Li Song said that China's position paper was put forward in response to the widespread concern of the international community, combined with China's policy practice in the field of science and technology ethics, and referred to the beneficial achievements of the international community. In the document, China put forward the following propositions on a series of issues such as AI life cycle regulation, R&D and use: First, AI governance should adhere to ethics first, and promote AI ethical regulation through system construction, risk management and control, collaborative governance, etc. Second, we should strengthen self-restraint, improve algorithm security and data quality in the process of AI research and development, and reduce prejudice and discrimination. Third, we should promote responsible use of AI, avoid misuse, abuse and misuse, and strengthen public publicity and education. Fourth, international cooperation should be encouraged to promote the formation of an international AI governance framework and standards with broad consensus on the premise of fully respecting the principles and practices of AI governance in various countries.

Li Song said that China has constructively participated in the process of the governmental expert group on "lethal autonomous weapon systems" under the framework of the Convention on Certain Conventional Weapons (CCW), and last December put forward a position paper on regulating the military application of artificial intelligence. This time, China further submitted a position paper on the ethics of artificial intelligence, aiming to promote the understanding and attention of all countries to relevant issues, better enable global sustainable development, and enhance the common well-being of all mankind. China is willing to work with the international community to continuously improve and strengthen global governance in the field of artificial intelligence and actively build a community with a shared future for mankind.
