Recently, the National Development and Reform Commission issued a list of two batches of projects to issue trillions of national debt. A total of 114 projects in our city received 3.274 billion yuan of national debt funds, and the number of projects and national debt funds ranked first and fourth in the province respectively.
In accordance with the decisions and arrangements of the Party Central Committee and the State Council, and after being reported to the Standing Committee of the National People's Congress for review and approval, the central government will issue an additional 1 trillion yuan of national debt in 2023, all of which will be allocated to local governments through transfer payments, specifically to support post disaster recovery and reconstruction and improve disaster prevention and mitigation capabilities.
This time, 3.274 billion yuan of national debt funds were issued to our city, including 838 million yuan for post disaster recovery and reconstruction, 295 million yuan for high standard farmland construction, 284 million yuan for backbone flood control projects, 1.395 billion yuan for other key flood control projects, 139 million yuan for irrigation area reconstruction and key soil erosion control projects, and 323 million yuan for urban drainage and waterlogging prevention capacity improvement projects.
The Municipal Development and Reform Commission will also urge and guide the project units to speed up the handling of land use, planning, environmental assessment, construction permit and other preliminary work procedures for new projects, implement various commencement conditions, and promote the project to start construction on time.
