What do the two "top leaders" pay more attention to in the Government Work Report?
Luo Lihua: First, the report mentioned the need to promote the deep integration of cultural, tourism and agricultural industries. Yanshou Town, as the only pure mountain town in Changping District, has rich natural resources and cultural and tourism resources. We need to dig into these resources to create a complex integrating culture, tourism and agriculture. Secondly, the report proposes to summarize the relevant work experience of the West Ring Cycling Race and build the first district of cycling in the capital. In this regard, Yanshou Town also has great potential. In 2023, Yanshou Town undertook the relevant service guarantee work in the China Challenge of Cycling Around the West held in Changping District. Among them, the 25.9 km most beautiful cycling track, "Green Oxygen Benefiting Tour in Changping", also ranked among the top ten cycling routes in China. Third, the report proposes that ecological value accounting should be carried out. Yanshou Town has rich ecological resources. Gong Jiayin: In combination with the reality of Liucun, I pay more attention to rural revitalization. As an ecological conservation area, Liucun Town has plain area, shallow mountain area and deep mountain area. How to develop rural revitalization? Liucun starts from the two aspects of "strengthening the government" and "enriching the people", from the construction of industrial parks and logistics bases to the promotion of investment and industrial development to "strengthening the government"; Develop from the integration of culture and tourism, and realize "enriching the people" by making home stay and local specialties bigger and stronger. On the other hand, I pay close attention to the post disaster reconstruction. "23 · 7" Liucun Town was seriously affected. I am very concerned about the villagers' warm winter and house repair. At present, some emergency projects in the early stage of reinforcement and reconstruction have been basically completed, 339 households have been repaired and reinforced, 6 households have been rebuilt, and nearly 9000 coal to electricity facilities have been overhauled. The report has a clear plan for post disaster reconstruction, including road repair and reservoir construction, so that the affected people can live in safe houses and warm their hearts as soon as possible.
Looking back to 2023, in the "23 · 7" extreme rainstorm, the whole region raced against the clock and worked together to quickly carry out emergency rescue and post disaster reconstruction.
Luo Lihua: During the "23.7" heavy rain, the heaviest rain in Yanshou Town was 319mm. The general experience has two aspects. First, there are strong and powerful township and village cadres. Before and after the rain, our township and village cadres are all committed to the front line. The team members and government officials are on duty in the village, and have been stationed in the village all day and night to assist the village officials in patrol inspection, personnel transfer, road repair and other work. What impressed me most was that there was a branch committee named Li Jianlin in Shangzhuang Village. He moved 99 people in the rain overnight, and he really did not miss "one person, one dog". Beijing Satellite TV also carried out publicity reports on related deeds.

Second, there should be efficient and cooperative departments. Each section, team and station shall carry out work, perform their own duties and cooperate according to their own division of responsibilities. At 3:00 a.m. on August 1, a landslide occurred in Wangbaochuan Village, and the road was blocked. A power supply pole collapsed, causing a power outage in the village. The village cooperated with the power department to repair it. The road for villagers to travel was repaired within 2 hours, and power was restored in the morning.
The appearance of extreme weather is both a challenge and a pressure, and also a tempering of our cadres. It has not only tempered our cadre team, but also tempered their excellent work style.

Gong Jiayin: In the face of heavy rainfall, we made detailed arrangements and deployment. According to the plan, the deputy leader led the team and immediately rushed to the three sub headquarters of Laoyugou, Gaoyakou and Liucun. There were 123 village teams in 28 villages, all of whom were on duty in the village. Under the command of the district leaders, the life passage was opened in 11 hours. By August 2, power, communication and access had been realized. On August 3, more than 600 people from five villages in Nanshangou had been transferred out. A special team was set up after the disaster. A total of 11 departments went to the town to work together for more than a month, and 105 projects were planned together. At present, the emergency projects have basically been completed.
In the face of the cold winter, ensuring the heating in rural areas is the top priority to realize the villagers' "warm winter".
Luo Lihua: Since the work of changing coal into electricity in 2020, Yanshou Town has completed the work of changing coal into electricity in all villages. Up to now, more than 5400 sets of coal to electricity equipment have been installed in 17 villages of the town. In the past two years, people have also found some problems in the process of using air source heat pumps, resulting in some work orders, such as the failure of control regulators and low heating temperature. A special team was set up in the town to carry out a full coverage inspection of the coal to electricity equipment in all villages of the town together with the village committee. They took the initiative to visit and repair in advance, so as to handle the equipment first without complaint. If there is a fault in the equipment, they should carry out on-site maintenance in advance, and the patrol inspection should be carried out without leaving a house or a set.
Gong Jiayin: Since 2019, over 9000 coal to electricity equipment have been installed in 28 villages in three years. By the end of October 2023, more than 8900 sets of equipment had been overhauled and inspected. Through the inspection, it was found that more than 400 sets needed overhaul and replacement. Where the maintenance period expires, the professional company shall provide the maintenance of water pump equipment; If the problem is serious, we will directly replace it with a new one; If the maintenance is not due and there is a problem, you can call at any time and have it repaired 24 hours a day.
What are the practices for post disaster reconstruction?
Luo Lihua: There are 19 houses in 9 villages in Yanshou Town involved in post disaster reconstruction and repair, including 11 houses for repair and 8 houses for demolition and reconstruction. It takes longer to rebuild houses than to repair them. We launched a way of rapid prefabricated housing construction, which is the first attempt to prolong life. In order to dispel the concerns of ordinary people, we will work with the Housing Construction Committee to invite relevant villagers to visit the enterprise and truly understand the quality of houses. One family that was demolished and rebuilt in watershed village adopted the prefabricated rural housing construction project, which was completed in 50 days. Compared with the traditional brick concrete structure farm house, the prefabricated farm house does not need ventilation and drying, which greatly improves the construction progress.
Gong Jiayin: In combination with the improvement of emergency response and disaster relief capacity, the new plan is to implement "3+3+8" for people to live in peace. The first "3" is to relocate the three worst hit villages in the first phase; The second "3" is to relocate three villages in the second phase; "8" is to implement the relocation of eight villages. Now, the 339 households repaired and 53 households rebuilt have all been completed. The 53 households rebuilt have all started. The main part of 25 households has been completed. Most of the reconstruction can be completed before the Spring Festival this year.

Luo Lihua: Yanshou Town is the only pure mountain town in the district, which bears the function of ecological conservation. The forest coverage rate has reached over 95%, and the forest resources, air quality and water quality are all very good.
In cooperation with Beijing Tsinghua Tongheng Planning and Design Institute, we have formulated the Overall Planning of Town Tourism, created a rural tourism studio, formed three routes, namely, cycling line, hiking line and self driving line, and formed the overall context of the region. We explored the development model of "village collective+enterprise", comprehensively upgraded the "grass and trees living together" in Humen to "Yinshan Suji", created an ecological and healthy "Mushroom and Chestnut North Village", and promoted the ecological leisure tourism industry represented by "Yanfang Courtyard Suji", Heishan Bakery, Lily Courtyard, and Yequ Valley. In the next step, we will strive to build a cultural, tourism and agricultural complex with multiple flowers, such as Humen, Beizhuang, Lily and Heishanzhai.
Gong Jiayin: In terms of culture and tourism, we create three IPs. One is the red IP of Langeryu. In 2023, Langeryu was rated as a red pilot by the Organization Department of the Central Committee, receiving more than 20000 tourists. The second is the intangible cultural heritage IP. The Longgu of Qiyuan Village won five awards in the contest organized by the All China Women's Federation. The third cultural and tourism IP, our "Sunflower Courtyard" was rated as a "five-star" home stay, and also as a "Great Wall Family".
