People's Daily Online, Wuhan, November 16 (Reporter Zhou Tian) Recently, netizens in Xiaogan, Hubei, reported through the People's Daily Online "Leaders Message Board" that there was a peculiar smell "similar to chemical factory exhaust" in the town where they were located. I hope the relevant departments will investigate the source, confirm whether the smell is harmful, and protect the physical and mental health of the people.

The netizen said that since the middle of October, there has been a peculiar smell in the air of Geputan Town, Yunmeng County, Xiaogan City, from morning to night. There are many primary schools in the town, and they are afraid that the peculiar smell will endanger the health of students.
Yunmeng County Branch of Xiaogan Ecological Environment Bureau replied on the message board that it had received reports from the masses one after another, reflecting the environmental problems related to the chemical park. After receiving the report, the bureau immediately set up a special work team to carry out on-site inspection of enterprises in the chemical industry park by means of day and night raids.
At 8:00 p.m. on October 8, the Bureau, together with a third-party testing company, carried out continuous monitoring of malodorous gas in the Chemical Industry Park and Yaowu Village, Geputan Town. The points were Huaxiang Road 4 (2 points), Huaxiang Road 3 (1 point), Zong Road 2 (1 point) and Yaowu Village (1 point), of which the point in Yaowu Village was continuously monitored for 7 days.

From the monitoring results, Yunmeng Jieneng Environmental Protection Company's maximum organized ammonia emission is 12.1mg/m ³， The company's allowable limit for pollutant discharge is 20mg/m ammonia ³， Therefore, the company's emissions meet the standard limits of emission permits. The reference limit of ammonia concentration in ambient air is 0.2mg/m ³ (Refer to Appendix D.1 of Technical Guidelines for Environmental Impact Assessment Atmospheric Environment (HJ-2.2-2018)). It can be seen that there is a difference of 100 times between the enterprise emission standard and the ambient air quality standard. Generally speaking, the emissions of the enterprise are up to the standard, but the nearby residents can still feel the odor. This is also the main reason for residents' complaints.

At the same time, Yunmeng County Branch of Xiaogan Ecological Environment Bureau reported on the message board the handling of the incident by the work team. It is reported that the special team of law enforcement personnel conducted on-site investigation and found that Hubei Jinji Chemical had serious unorganized emissions during night production, and the on-site smell was pungent. The law enforcement personnel immediately checked the enterprise's Pollution Discharge Permit, strictly investigated the pollution discharge link, and overnight made a "record of inquiry" to the main management personnel of the enterprise. At present, the case has been filed. The enterprise has adopted ton barrel closed collection for wastewater from sewage treatment tank (the main link of ammonia generation) to reduce unorganized discharge, which was completed on November 6. The enterprise has stopped production since October 4.
At 11:00 p.m. on August 29, law enforcement officers conducted a surprise inspection on Yunmeng Jieneng Environmental Protection Company. Relevant environmental problems have been assigned to the enterprise, and now the enterprise has stopped production for rectification. The enterprise has purchased relevant chemicals to reduce the emission concentration of ammonia as much as possible under the condition of up to standard emission; Invest 100000 yuan to replace the original ammonia absorption tower with a diameter of 1 meter, expand the capacity to the ammonia absorption tower with a diameter of 3 meters, and increase the treatment effect.
The bureau has carried out law enforcement monitoring on 8 key gas related enterprises in the chemical industry park on November 3, and found out that there were cases exceeding the standards, which were investigated and dealt with according to law.
