Guangzhou is facing a "garbage siege". After 2012, there will be no place for garbage to go. What is the way out? The government's decision on waste disposal should be open to the public. It may open a gap for the city's waste disposal impasse caused by the site selection storm of Panyu Waste to Energy Power Generation Project, and even find feasible measures to comply with the public opinion. It is worth looking forward to.

At present, the treatment of urban garbage is basically divided into "pro burning" and "anti burning". However, whether burning or not, as the most basic part of waste classification, it has become an insurmountable barrier. This view has been widely accepted.

In fact, garbage classification is not new to Guangzhou. As early as 1998, the environmental sanitation department carried out a pilot project to explore the classified placement and collection of garbage in some parts of the old urban areas, such as Yuexiu and Liwan, and then implemented it in a large scale. In 2000, Guangzhou, as one of the first eight pilot cities to carry out domestic waste classification, officially promoted this work from the government level. But 10 years later, the effect is not ideal. Even though some citizens have taken the initiative to "classify", the cleaning personnel still mixed together to transport the valuable items after picking them out. The garbage cans along the road, which are endowed with classification significance, are only symbolic decorations.

Then, why does garbage classification become an unsolvable problem in Guangzhou? After a little analysis, it is not difficult to find that the existing garbage classification in Guangzhou is mainly operated by the market spontaneously, driven by the interest chain formed spontaneously by the 100000 "bribe men" army and enterprises, and lacks the leading impetus and effective guidance of the government. This can only make the poor promotion of garbage classification worse.

It is undeniable that there is still a certain distance between the overall quality of citizens and their conscious garbage sorting collection, but this is by no means the reason why garbage sorting is "impossible". "If you don't polish jade, you can't make it. If you don't learn, you don't know the meaning." Even people with low level of civilization can be "educated". After all, garbage classification is not difficult. From the current situation, there is no consensus on all links of the whole waste disposal chain, and it is far from enough to rely on the public to classify waste. This requires not only starting from the family, but also the government to establish and improve the follow-up processing links and systems, both of which are indispensable. As long as the government is determined to take effective measures, strengthen guidance and even legislate to form a good atmosphere, it is believed that more citizens will voluntarily join the ranks of garbage classification. Due to the continuous guidance of Guangzhou's public transportation, citizens quickly developed the civilized habit of "going up and down the front door and down the back door", which is a successful case. On the contrary, if you lack determination and confidence at the beginning, nothing can be said.

In fact, even in developed countries and civilized cities, the implementation of garbage classification has a process. The key lies in how high to understand, how hard to promote, and whether the method is appropriate. For example, Japan, Brazil and other countries' practice of "rejecting mixed garbage" has achieved excellent results by grasping the "bull nose" of garbage classification source. In Shanghai, Beijing and other cities, garbage classification has been widely and forcefully implemented in many communities, and the recyclable garbage has basically become renewable resources, effectively reducing the landfill volume and environmental pollution of the entire city.
