Recently, the Beijing Municipal Bureau of Economy and Information Technology issued the Guidelines for the Renewal of Old Factory Buildings in Beijing, which will be used to guide the city to carry out the renewal and transformation of old factory buildings, complement the shortcomings of urban functions, and improve the carrying capacity of high-tech industries.

The guidelines are clear. The projects introduced by each district after the renovation of old plants should focus on the new generation of information technology, medicine and health, intelligent equipment and other high-end and cutting-edge industries to achieve high-end and characteristic development. On the basis of meeting the requirements of the specification and ensuring safety, the old factory buildings can reasonably use the internal space for additional floor reconstruction after being approved according to law, but the single storey factory buildings should not be transformed into three or more floors.

In recent years, some old plants have exposed hidden dangers in fire safety and low energy utilization efficiency. According to the relevant person in charge of the Municipal Bureau of Economy and Information Technology, on the premise of conforming to the functional orientation and planning of the block, the city encourages property owners to update, transform and upgrade the old factory buildings by means of autonomy, association, sale, lease, etc.

Where does the old plant turn? According to the guidelines, the old factory buildings within the Fifth Ring Road and the sub center of Beijing can introduce industrial innovation projects according to the planning and actual needs to complement the urban functional weaknesses; In principle, the old workshops in other areas outside the Fifth Ring Road are used to develop high-end manufacturing.

The relevant person in charge said that the introduced projects in each district should focus on the new generation of information technology, medicine and health, intelligent equipment, green and smart energy and other high-end and sophisticated industries, further subdivide the competitive track, and achieve high-end and characteristic development in combination with the city's industrial layout and the industrial positioning of each district. At the same time, it is necessary to realize prospective layout and exploration development for major frontier technologies and future industrial fields such as new energy storage, intelligent connected vehicles, 6G, hydrogen energy, optoelectronics, commercial aerospace, graphene materials, low-carbon technology, aerospace development, etc.

   Single storey factory buildings should not be changed into three or more floors

In the past, the old factory buildings were often set up in the industrial zone, with few supporting facilities around. When transforming and developing other industries, it is also necessary to solve the problem of insufficient commercial, catering and other facilities.

The reporter learned that in order to solve the problems of safety, environmental protection and convenience, the renovation project can be equipped with supporting service facilities according to the actual needs. According to the guidelines, the scale of the above ground buildings of the supporting service facilities should not exceed 15% of the total scale of the above ground buildings after the renovation. The specific functions can include administrative offices, supporting commercial buildings, research houses, staff dormitories, etc. The land use can be managed without changing the nature of the planned land use and land use.

Many enterprises are also concerned about whether they can add layers or not. Because industrial plants are generally high in floor height, and some plants are even more than 10 meters high, if only one floor is set in the renovation, it will not only waste space, but also affect the enthusiasm of enterprises for renovation and upgrading because of low income.

For this reason, the guidelines specifically make it clear that on the basis of meeting the requirements of the specification and ensuring safety, the internal space of the plant can be reasonably used for storey adding and reconstruction after being approved by law; Single storey factory buildings should not be transformed into three or more floors. Under special circumstances, if it is really necessary to transform into three or more floors, the use function should be located in public service facilities with relatively low fire risk, such as affordable rental housing, convenient services, and should not be transformed into catering, dance and entertainment, collective dormitory for employees of labor-intensive enterprises and other crowded places, It is necessary to ensure fire safety during later use.

In addition, if necessary stairs, air ducts, barrier free facilities, elevators, external wall insulation and other ancillary facilities and outdoor open public spaces are added in the renovation project, the increased building scale may not be included in the building management and control scale of each district.

   No negative impact on the surrounding environment

There is also a bottom line requirement for the renewal of old plants: no damage to topography, natural landscape pattern, damage and felling of ancient and famous trees, no occupation and destruction of the protection area of ancient and famous trees, no unauthorized occupation of urban green land, and no negative impact on the surrounding urban environment.

The reconstruction of existing buildings shall not lower the safety and fire safety standards of the main structure of the original building. If the reconstruction of existing buildings or the change of the design purpose of the building is involved, the construction safety inspection shall be carried out. In addition, it must also meet the requirements of land space planning at all levels, ecological protection, historical and cultural management and control, and other relevant construction management and control requirements of the city.

It is reported that the district governments will organize the whole process supervision of the old plant renewal projects listed in the urban renewal plan.
