As a national strategic high-tech industry, national defense science and technology industry covers six major industries, including nuclear, aerospace, aviation, weapons, shipbuilding and electronics, and shoulders the dual mission of strengthening the military and enriching the country. As China's administrative authority in charge of defense science, technology and industry, the National Defense Science, Technology and Industry Administration is mainly responsible for serving national defense and military construction, national economic development, and military related enterprises and institutions. In May 1982, the former National Defense Science and Technology Commission of the Chinese People's Liberation Army, the National Defense Industry Office of the State Council and the Science, Technology and Equipment Commission Office of the Central Military Commission merged to form the Science, Technology and Industry Commission for National Defense, which is under the organizational system of the Central Military Commission. Its work is under the dual leadership of the State Council and the Central Military Commission. It is the leading organ of the Central Military Commission in managing the development and testing of weapons and equipment throughout the military, It is also a comprehensive department of the State Council in charge of national defense scientific research, military products (including aerospace products) production and foreign trade of military products of all relevant industrial departments.
In March 1998, the First Session of the Ninth National People's Congress decided to revoke the Commission of Science, Technology and Industry for National Defense established in 1982 and establish a new Commission of Science, Technology and Industry for National Defense, as one of the constituent departments of the State Council, which is responsible for undertaking the functions of the former Commission of Science, Technology and Industry for National Defense and the relevant departments of the State Council, such as the management and construction of defense science, technology and industry, the management of military to civilian conversion, the adjustment and relocation of the third line, and the management of relevant national special plans, as well as Government functions undertaken by Aviation, Aerospace, Shipbuilding and Ordnance Industry Corporation.
According to the Decision on the Institutional Reform of the State Council adopted on March 15, 2008, the organizational structure of the Commission of Science, Technology and Industry for National Defense will no longer be retained, and the responsibilities of the former Commission of Science, Technology and Industry for National Defense, except for nuclear power management, will be incorporated into the newly established Ministry of Industry and Information Technology of China, while the National Bureau of Science, Technology and Industry for National Defense will be established. On July 24, 2023, the signing ceremony of the Comprehensive Strategic Partnership Framework Agreement between China Central Radio and Television Station and the State Administration of Science, Technology and Industry for National Defense was held in Beijing. [12]

The main functions of the State Administration of Science, Technology and Industry for National Defense include: ① to study and draw up guidelines, policies, laws and regulations for the development of national defense science, technology and industry and the conversion of military to civilian use, and to formulate regulations for the management of national defense science, technology and industry. ② Organize the optimization and adjustment of the structure, layout and capability of national defense science and technology industry, and organize military enterprises and institutions to implement strategic restructuring. ③ To study and formulate annual plans for R&D, production, fixed asset investment and foreign capital utilization of national defense science and technology industry. ④ Organize and coordinate the R&D, production and construction of defense technology industry to ensure the demand of equipment supply. ⑤ To formulate industrial and technical policies and development plans for the nuclear, aerospace, aviation, shipbuilding and weapons industries, implement industry management, guide the industry management of military electronics, and be responsible for the administrative management of national nuclear power construction, isotope production and the production and circulation of civil explosives. ⑥ To organize and manage foreign exchanges and international cooperation in defense science, technology and industry. ⑦ Organize and coordinate the exchange and cooperation in atomic energy between the government and international organizations in the name of China's National Atomic Energy Agency (CAEA). ⑧ Organize and coordinate exchanges and cooperation in space activities between the government and international organizations in the name of the China National Space Administration (CNSA). The State Administration of Science, Technology and Industry for National Defense is responsible for Ten military industry group companies of China Electronics Technology Corporation, China Academy of Engineering Physics, local military enterprises and civil supporting enterprises and institutions implement industry management. Responsible for managing 7 colleges and universities including Beijing University of Aeronautics and Astronautics, Northwest Polytechnical University, Nanjing University of Aeronautics and Astronautics, Harbin Institute of Technology, Beijing University of Technology, Nanjing University of Science and Technology, and Harbin Engineering University. To provide operational guidance to the administrative agencies of defense science, technology and industry in all provinces, autonomous regions and municipalities directly under the Central Government.
