The National Commission for the Examination and Approval of Scientific and Technological Terms (formerly known as the National Commission for the Examination and Approval of Natural Science Terms) was established with the approval of the State CouncilScience and Technology DepartmentandChinese Academy of SciencesA national institution jointly led and managed by the Chinese Academy of Sciences.
The task of the National Famous Words Commission is to formulate guidelines, policies, principles and plans for the standardization of Chinese scientific and technological terms;To be responsible for organizing the validation, publication, coordination, promotion and application of terms in various disciplines of science and technology;To carry out exchanges, coordination and unification of scientific and technological terms across the Taiwan Straits and in Chinese speaking areas;Organize and carry out the discipline construction of Chinese terminology and academic exchanges of terminology at home and abroad.

In 1909, the Qing government set up the Scientific Terminology Compilation Hall, and in 1932, the Nanjing National Government set up the National Compilation Hall to learn, introduce and absorb western science and technology, and standardize and unify the translated names and academic terms.Immediately after the founding of the People's Republic of China, the "Working Committee for the Unification of Academic Terms" was established.[2]
Since 1950, the terminology unification work of the natural science part has been undertaken by the Compilation and Translation Bureau of the Chinese Academy of Sciences. Until the "Cultural Revolution", this work has been carried out under the leadership of the Chinese Academy of Sciences.During the ten-year turmoil, these jobs were forced to be interrupted.[3]
Initial stage
In 1978, because of the important role of the unification of natural science terms and the confusion of scientific and technological terms in recent years, several staff members of the former Natural Science Terminology Compilation Office of the Chinese Academy of Sciences joined hands with theFang YiThe Vice Premier wrote a letter calling for the restoration and establishment of a working committee for the unification of scientific terms.After research, the National Science Commission and the Chinese Academy of Sciences decided to take the lead of the Chinese Academy of Sciences to re-establish the National Natural Science Terminology Examination and Approval Committee, and proposed thatYan KeatsAcademicians serve as the chairman of the committee.

In December 1978, the State Council approved the Report on the Establishment of the National Natural Science Terminology Commission jointly submitted by the National Science and Technology Commission and the Chinese Academy of Sciences.The Report clarifies that the task of the Committee is to "determine the working policy; draw up the plan, implementation plan and steps for the national unification of natural science terms; be responsible for examining and approving the unified names of terms in various disciplines of natural science, and publish them for implementation";It is pointed out that the members are composed of "famous scientists, professors, engineers and scientific and technological workers who are enthusiastic about the standardization of scientific and technological terms in various disciplines in the country invited by the National Science and Technology Commission and the Chinese Academy of Sciences".
From 1979 to 1984, under the leadership of Yan Jici, a series of preparatory work, such as collecting data and sorting out dozens of drafts of terms approved by the former National Compilation and Translation Museum, began in succession.Since then, in order to further implement the spirit of the "two disciplines" joint report, the Chinese Academy of Sciences and the National Science and Technology Commission have negotiated several times to determine that the candidates for the director and deputy director of the National Natural Science Terminology Review Committee should be jointly estimated by the Chinese Academy of Sciences, the National Science and Technology Commission, the National Education Commission, the Chinese Association for Science and Technology, and the National Bureau of Standards.On August 6, 1984, the Chinese Academy of Sciences confirmed relevant candidates at the president's office meeting. Before the establishment of the National Natural Science Terminology Examination and Approval Committee, the State Council also approved the Request Report on the Work of the National Natural Science Terminology Examination and Approval Committee jointly submitted by the "two branches". Based on a series of discussions at the meetingIt has been revised and supplemented that the scope of the Committee's mandate is defined as "not limited to the basic disciplines in the past, but also including industry, agriculture, medicine, technical science and interdisciplinary, that is, responsible for the validation and unification of terms in various fields of natural science in a broad sense";It is believed that the validation of terms in various disciplines should rely on the societies of natural science;It is suggested that "the State Council authorizes the Commission to adopt the form of publication, and the teaching, scientific research and production departments should use the natural science terms that have been approved and approved for publication".
The Founding Conference of the National Famous Ci Poetry Commission
On April 25, 1985, the founding meeting of the National Natural Science Terminology Commission was held in Beijing.The meeting passed two documents, the Organic Regulations of the National Natural Science Terminology Examination and Approval Committee and the National Natural Science Terminology Examination and Approval Work Regulations.
In 1987, the State Council clearly pointed out in the Official Reply on the Publication of Astronomical Terms that "the National Commission for the Examination and Approval of Natural Science Terms was established with the approval of the State Council.The terms of reference of the committee are to examine, approve and publish the terms of each discipline. The natural science terms examined and approved by the committee are authoritative and binding. All scientific research, teaching, production, operation, press and publishing units in the country should follow the rules. "
In January 1990, the Second Plenary Session of the National Natural Science Terminology Accreditation Committee adopted the Principles and Methods of Natural Science Terminology Accreditation.On June 23, the National Science and Technology Commission, the Chinese Academy of Sciences, the National Education Commission and the Press and Publication Administration jointly issued the Notice on the Use of Scientific and Technological Terms Published by the National Natural Science Terminology Examination Committee.
In 1993“Wang Gu Talks”The issue of unifying the terms of science and technology across the Straits was written into the common agreement.The National Natural Science Terminology Examination and Approval Committee seized this opportunity to hold the "Symposium on Promoting the Exchange and Unification of Scientific and Technological Terms across the Taiwan Straits" in Beijing on May 13, 1994, and put forward "Opinions on the Unification of Scientific and Technological Terms across the Taiwan Straits".Due to the historical conditions at that time, the National Poetry Commission established contact with Taiwan Li Guoding Science and Technology Development Foundation, reached consensus on how to carry out noun contrast exchange and other aspects, and determined the cooperation model.Later, the cross-strait terminology work was carried out jointly by cross-strait experts in the name of the National Poetry Commission and the Li Guoding Foundation.
By the end of the first meeting of the Standing Committee in May 1995, the National Commission for Famous Words had established 49 sub committees for examination and approval.[4]

In September 1995, the Central Organs Establishment Committee approved the establishment of the office of the National Natural Science Terminology Accreditation Committee - the National Natural Science Terminology Accreditation Committee Affairs Center.On December 6, the Third National Committee was established.
In June and July 1996, the cross-strait symposium on the comparison of astronomical terms and the cross-strait symposium on the comparison of navigational terms held in Huangshan and Taipei, respectively, were the beginning of substantive progress in the work of cross Strait scientific and technological terms;On September 10, the National Famous Words Commission held a working conference on scientific and technological new words to discuss the release and trial work of scientific and technological new words with the sub committees of various disciplines;On December 23, with the approval of the Central Organs Establishment Committee, the "National Natural Science Terminology Examination and Approval Committee" was renamed "National Science and Technology Terminology Examination and Approval Committee".
In 2002, the National Nomenclature Commission established a terminology database.
In 2003, the website of the committee was officially launched.
In March 2005, the General Administration of Press and Publication explicitly incorporated the standardized use of scientific and technological terms into the Regulations on Book Quality Management;On September 8, the Fifth National Committee was established.As of 2005, the National Commission for Famous Words has established 61 sub committees for examination and approval.

In 2006, according to the strategic priorities and main tasks proposed in the National Eleventh Five Year Plan, the National Committee of Famous Words adjusted its original work plan in good time, carried out terminology work in the fields of agriculture, forestry and education in advance, and prepared for the establishment of the Examination and Approval Sub committee in the fields of humanities and social sciences, in order to serve the goal of achieving China's comprehensive, coordinated and sustainable economic and social development.
In 2008, the examination and approval of military scientific terms received the attention and support of the Central Military Commission and the leaders of the headquarters. Liu Chengjun, president of the Academy of Military Sciences, served as the deputy director of the National Poetry Commission, participated in the leadership work of the National Poetry Commission, and presided over the examination and approval of military scientific terms.
After the Fourth Plenary Session of the 18th Central Committee of the Communist Party of China, the National Nomenclature Commission drew up the Regulations on the Administration of Scientific and Technological Terms, extensively solicited the opinions and suggestions of experts and scholars on the legislative work, carried out "research on the use of scientific and technological terms", and completed the special project of "research on the legislative status of foreign terms",The present situation of legislation and standardization of scientific and technological terms in more than 20 important countries in the world was investigated.
As of 2015, the National Commission for Famous Words has established 95 sub committees for examination and approval.[4]
On September 13, 2022, as the authoritative organization representing the country to review and publish scientific and technological terms, the National Science and Technology Terminology Accreditation Committee held a seminar on the concept of metauniverse and core terms in Beijing online and offline. After in-depth discussion, the experts and scholars attending the seminar reached consensus on the name and interpretation of three core concepts, including "metauniverse".[17]

Task

（5） Organize the exchange, comparison and unification of scientific and technological terms between the two sides of the Taiwan Straits and Hong Kong and Macao, and promote the exchange, cooperation and common development of economic, social, scientific, educational and cultural fields between the two sides of the Taiwan Straits and Hong Kong and Macao.

By the end of the first meeting of the Standing Committee in May 1995, the National Commission of Famous Words and Phrases had organized the examination, approval, publication and publication of 29 subject terms, as well as the traditional Chinese version of 8 subjects such as astronomy and atmosphere.In addition, we began to try to revise and supplement the first batch of published terms of astronomy, atmosphere and other five disciplines, and annotated definitions or notes.From 1985 to 1995, more than 1700 experts participated in the term validation.
In the later years of 1996, the National Commission of Famous Words and Phrases successively released new scientific and technological words in astronomy, information technology, physics, geophysics and other disciplines, and also officially announced the Chinese naming of elements 101~109.
From 1995 to 2005, the National Science and Technology Nomenclature Commission has successively carried out the noun exchange and comparison work in more than 20 disciplines, including astronomy, navigation, insects, information technology, and officially published the noun comparison books of five disciplines, including atmosphere, insects, navigation, pharmacy, and ship engineering. The noun comparison work in other disciplines has also been carried out in succession.
As of 2005, 14 definitions of atmospheric science, coal science and technology, water conservancy science and technology, ship engineering, soil science, astronomy and other disciplines have been published;66 scientific and technological terms have been published.
From 2005 to 2015, the National Nomenclature Commission carried out the work of noun exchange, comparison and unification in more than 30 disciplines such as mathematics and physics, held dozens of noun comparison workshops, and published nearly 20 cross-strait scientific and technological noun comparison books.
By 2015, the National Nomenclature Commission had approved and published 122 scientific and technological terms, of which 70 were annotated with scientific definitions.[4]
According to the official website of the National Science and Technology Terms Examination and Approval Commission in October 2018, the National Science and Technology Terms Examination and Approval Commission has published more than 120 kinds of standard terms such as astronomy, physics, biochemistry, electronics, agronomy, medicine, linguistics, education, covering basic science, engineering and technical science, agricultural science, medicine, humanities and social sciences, military science and other fields;It has published cross Strait scientific and technological terminology exchange control books of more than 20 disciplines and traditional Chinese versions of 8 disciplines.[1]

Research direction
Terminology is a comprehensive discipline and a marginal discipline between natural science and social science. It is closely related to linguistics, philology, taxonomy, logic, etc. It mainly studies the origin and evolution of terms, and the theories and methods of terms collection, sorting and dissemination.
The main research contents of terminology are:
(1) Terminology theory, including the characteristics and development of terms, the forms of terms in different disciplines, and the status of terms in social science and culture;
(2) Terminology methods, including the methods of identifying, collecting and sorting terms, the establishment of terminology database, and the promotion of terms;
(3) Applied terminology, including nomenclature, translation and terminology.[11]
Editing and publishing
From 2005 to 2015, the National Poetry Commission undertook the compilation assigned by the Taiwan Affairs Office《Chinese Dictionary of Science and Technology》And Cross Strait Dictionary of Science and Technology, which has been officially published;It launched the "Chinese Terminology Construction Book Series" and published ten terminology books.[4]

In 2006, the National Nomenclature Commission became a member of the International Terminology Information Center and signed a cooperation agreement with it to work together on the standardization of international terminology.In 2013, the National Nomenclature Commission became a permanent member of the International Terminology Information Center.In November 2002, the Chinese scientific terminology delegation visited European terminology institutions in Germany, Finland, Spain and other countries for exchanges.The National Famous Words Commission has organized Chinese terminology experts to participate in international academic exchanges or conferences for many times, such as international conferences organized by the International Organization for Standardization (ISO), the International Electrotechnical Organization (IEC), the International Terminology Organization (Infoterm), and the World Translation Conference organized by the International Association of Translators and Interpreters.
With the support of the International Terminology Information Center, the National Nomenclature Commission and the International Terminology Network, headquartered in Vienna, Austria, jointly carried out a research project entitled "Web based methods for the development, distribution and reuse of terminology".The project was included in the 2007-2009 China Austria (Austria) intergovernmental cooperation project.After the completion of the project, a new project "Methods, tools and skills for identifying and extracting new terms in Chinese corpus" was launched.The project was included in the 2007-2009 China Austria (Austria) intergovernmental cooperation project.During the implementation of the project, the National Commission of Phrases sent personnel to participate in the training activities on international terminology and terminology organized by the International Terminology Network for many times.
After China's successful bid for the Olympic Games, the National Committee of Phrases and Phrases learned that the Spanish terminology organization TERMCAT had compiled the Olympic sports terms, and immediately proposed to TERMCAT to cooperate in compiling the Olympic Sports Terms with Chinese names to meet the urgent need of the 2008 Beijing Olympic Games.The Nouns of Olympic Sports jointly compiled by the two units came out on the eve of the Olympic Games and were jointly issued by the National Commission of Famous Words and Phrases and the National Language and Literacy Commission.
The National Glossary Commission has kept in touch with many national terminology organizations and relevant international institutions, such as the United Nations Translation Agency, the International Organization for Standardization and Research of Medical Terms, the Ministry of Education of Malaysia and the Chinese Language Council, and carried out a series of exchange and cooperation activities.For example, help Malaysian terminology organizations review and standardize the application of Chinese scientific and technological terms in primary and secondary school textbooks.
The National Committee of Famous Words has strengthened cooperation with the Russian terminological community, and cooperated with the Russian Academy of Sciences to carry out a research project entitled "Terminology Maintenance in Sino Russian Scientific and Technological Cooperation".The project was included in the Sino Russian intergovernmental science and technology cooperation project from 2009 to 2012.
In 2013, Kazakh experts visited the National Commission of Famous Words.During the visit, China and Kazakhstan reached a cooperation agreement to jointly compile a Dictionary of Chinese, Kazakh, English and Russian Scientific Terms.This project has been included in the scientific and technological cooperation project between the governments of China and Kazakhstan.In 2014, South Korean experts visited the Nomenclature Committee, and China and South Korea reached an agreement on cooperation in the construction of a trilingual database of scientific and technological terms between China, South Korea and English.[13]
Domestic cooperation
From 2005 to 2015, the National Nomenclature Committee publicized the standardization of scientific and technological terms and the cross Strait comparison of terms on CCTV, People's Daily, Guangming Daily, Science and Technology Daily, Science Times, Press and Publication Newspaper, Language Newspaper, ScienceNet, People's Daily, etc;Jointly with the State Administration of Press and Publication, 15 "Training Classes on Standardization and Application of Scientific and Technical Terms in Publications" have been held, which have trained more than 1000 editors in the press and publication industry;The cooperation with "Baidu Encyclopedia" has been realized. With the authorization of the National Famous Words Commission, the first batch of nearly 100000 scientific and technological terms with definitions entered the Baidu Encyclopedia platform.[4]
