(Text/Observer Chen Sijia) According to Russia's Tass News Agency, on May 12 local time, Russian President Putin proposed to appoint former First Deputy Prime Minister Andrey Belovsov as the new Defense Minister. Putin also signed a presidential decree appointing Sergei Shoigu, the former Minister of Defence, as the Secretary of the Security Conference of the Russian Federation.

Belowsov is an economist who has been engaged in civilian work for a long time and has no military service experience. As for Putin's decision to change the defense minister, the press secretary of the Russian President Peskov explained that Belovsov was quite successful in leading the economic development. "The battlefield is now dominated by those who are more open to innovation and are ready to introduce innovation in the fastest way. It is very important for the economy of the general affairs department to be introduced into the national economy."

Peskov stressed that the Russian Ministry of Defense should be absolutely open to innovation, the introduction of the most advanced concepts and the creation of conditions conducive to economic competitiveness.

In addition, Putin signed a presidential decree, removing Nikolai Patrushev from the post of Secretary of the Security Council of the Russian Federation, and appointed another. Former Defense Minister Shoigu was appointed as the new Secretary of the Security Conference. Peskov said that Shoigu will continue to work in the fields he is familiar with. He will be responsible for the management of relevant affairs of the Russian Federation Military Technical Cooperation Agency and serve as the vice chairman of the Russian Military Industry Commission.

Peskov also added that the chief of the general staff of the Russian armed forces, Rasimov, would retain his position.

Andrei Belovsov was born in Moscow in 1959 and graduated from the economics department of Moscow State Lomonosov University. Belovsov served as a non staff adviser to the Russian Prime Minister from 2000 to 2006, a deputy minister of the Russian Ministry of Economic Development from 2006 to 2008, a director of the Department of Finance and Economy of the Russian Government from 2008 to 2012, a minister of the Russian Ministry of Economic Development from 2012 to 2013, an assistant to the Russian President from 2013 to 2020, and was appointed as the first deputy prime minister of Russia in January 2020.

According to the news released by the Russian Federation Council (upper house of parliament) on the 12th, Putin submitted the list of heads of relevant departments of the new government to the Russian Federation Council on the same day.

In addition to Belovsov, Putin also nominated Sergei Lavrov to remain Foreign Minister, Sergei Nareshkin to remain Director of the Foreign Intelligence Agency, Alexander Kurenkov to remain Minister of Emergency, Vladimir Kolokolitsev to remain Minister of Internal Affairs, and Konstantin Trichenko to remain Minister of Justice Alexander Bortnikov remained Director of the Federal Security Agency.

It is expected that the Russian Federation Council will consider the cabinet candidates nominated by Putin on May 13 and 14 local time. Tass News Agency said that the Russian Federal Council needs to review the nomination within a week and Putin will report the review results. If there is no objection, Putin will sign a presidential decree to appoint relevant personnel.

On May 7 local time, Putin was sworn in as President of Russia in Moscow, starting his fifth term of office. Putin officially appointed Mishuskin as the new Prime Minister of the Russian government on the 10th, and signed an order on the 11th to approve the structural plan of the new Russian government submitted by Mishuskin.

According to Russian law, Mishuskin will then submit the list of candidates for new government ministers to the Russian State Duma (the lower house of the parliament), which will be appointed by the President after approval by the State Duma. However, the heads of the Russian Ministry of Defence, the Federal Security Service, the Ministry of Internal Affairs, the Ministry of Justice, the Ministry of Emergency Situations and the Ministry of Foreign Affairs are appointed by the President after consultation with the Russian Federal Council.
