On May 12 local time, Russian President Vladimir Putin nominated the person in charge of the main departments of the new government to the Federal Council (the upper house of the parliament).

Putin nominated Andrey Belovsov, previously the first deputy prime minister, as Russia's defense minister. Foreign Minister Lavrov, Director of the Foreign Intelligence Agency Nareshkin, Minister of Emergency Affairs Kuliankov, Minister of Internal Affairs Koloklittsev, Minister of Justice Chuichinko, Director of the Federal Security Agency Bortnikov, and Commander in Chief of the National Guard Zolotov were all nominated to remain in office.

According to the news released by the Kremlin, Putin has removed Mr. Patrushev from the position of secretary of the Federal Security Council and appointed another one; Shoigu, former Minister of Defense, was appointed Secretary of the Federal Security Conference.
