   Recently, the Municipal Housing and Urban Rural Development Commission and other three departments issued the Notice on Further Optimizing the Real Estate Regulation Policy to adapt to the new situation of major changes in the supply and demand relationship in the real estate market and further adjust and optimize the real estate Industrial policies to better meet the rigid and improved housing needs of residents. The Notice mainly includes four aspects.

   1、 Meet the housing needs of Beijing Tianjin Hebei coordinated development. At the same time, all districts are encouraged to explore ways of housing ticket resettlement in combination with resettlement needs such as urban village reconstruction and urban renewal, and connect with new commercial housing projects in the district to better meet the housing needs of resettled residents.

Relevant responsible comrades of the Municipal Commission of Housing and Urban Rural Development said that the above policies were further optimized on the basis of last year's regulation, and were in line with the current situation of the city's real estate market and the residents' demand for housing. In order to thoroughly implement the spirit of the important speech made by General Secretary Xi Jinping during his inspection of Tianjin, conscientiously implement the decisions and arrangements of the CPC Central Committee and the State Council, further optimize the real estate regulation policies, effectively stimulate potential demand for housing purchase, and promote the steady and healthy development of the real estate market, with the consent of the Municipal People's Government, the relevant policies are hereby notified as follows:

   1、 Meet the housing needs of Beijing Tianjin Hebei coordinated development

Implement the major national strategy of coordinated development of Beijing, Tianjin and Hebei, and further promote regional integration and the development of Beijing Tianjin integration. Residents of Beijing and Hebei Province and those employed in Beijing and Hebei Province who purchase houses in Tianjin enjoy the policy of purchasing houses by registered residents of this city.

   2、 Further optimize the housing purchase restriction policy

If the registered permanent residents of this city purchase a new commercial housing with an area of more than 120 square meters in the purchase restricted areas (Heping District, Hedong District, Hexi District, Nankai District, Hebei District, Hongqiao District), they will no longer check their purchase qualifications.

   3、 Improve the identification standards of housing units

To meet the needs of residents for job housing balance, if residents buy houses in non purchase restricted areas, check their housing conditions in the corresponding areas. For resident families with members over 60 years old (including 60 years old) or families with more than one child who have two children or more, one set can be deducted when determining the number of housing units based on the household register and other materials.

   4、 Continue to encourage each district to implement policies

We will continue to encourage all districts to reduce the burden of housing purchase for residents and support rigid and improved housing demand by granting housing subsidies, group purchase incentives for enterprises and other policies based on the actual situation of the district. All districts are encouraged to explore ways of housing ticket resettlement in combination with resettlement needs such as reconstruction of villages in cities and urban renewal, and connect with new commercial housing projects in the district to better meet the housing needs of resettled residents.

   This Circular shall come into force as of May 1, 2024 In case of any inconsistency between the previous relevant policies and regulations and this notice, this notice shall prevail.
