According to the staff of Dongguan Power Supply Department, they received more instructions from the municipal government at 11:00 p.m. on September 21, and then began to notify customers one by one on September 22. "The phone was broken, and some customers swore when they talked on the phone. We could understand the customers' feelings, but we were also helpless." The staff said that in order to ensure the implementation of off peak power consumption measures, they had been on duty for more than 20 consecutive days, and only had a day off in the Mid Autumn Festival. The person in charge of an enterprise engaged in equipment export in Liaobu, Dongguan, told reporters that since this year, the export situation has been very good, and orders are in short supply. How to deal with power restriction?

"Although it is a bit troublesome, the shift system has changed from one shift to two shifts, but it does not have too much impact on the production capacity, so on the whole, everyone's mentality is OK." Li Bing told reporters that at the meeting, everyone told each other not to secretly produce, or once found out, the entire industrial zone will face 48 hours of blackout punishment, There is a precedent in the nearby industrial area, "Don't try, your arms can't twist your thighs."
But not all factories have sub optimal schemes.

He left the factory at 1 o'clock in the morning when he saw the machine turning. He thought he could catch up with the work at night, but he failed again. "The customer was promised to deliver the goods on the 23rd. Our products are highly replaceable and cannot be delivered. Even if there is a good reason for 'power limitation', the customer can immediately find another supplier. It is not easy to develop a customer, but it is very simple to lose one." He said reluctantly to reporters that the machine started at 11 p.m. and finished warming up at 3 a.m., and then the machine was adjusted to level, After a few hours of work, it's time to turn off the machine again, and we can't deliver much goods.
It is reported that there are many machines that need to be heated. Generally speaking, once this kind of machine is turned on, it will run for 24 hours and will not be turned off. Now, due to frequent power rationing measures, the machine is constantly restarted, which not only reduces the production capacity, but also increases the loss and commissioning costs of the machine.
For Li Bing, although the machines in his factory do not need to be heated up, they can start up for normal production, and most of the production capacity problems can be solved by working overtime at night, they are also affected. "The whole supply chain, either here or there, is not smooth."
The staff of the above-mentioned power supply enterprise told the reporter that for enterprises in urgent need of electricity, there are two suggestions: "First, rent generators to generate electricity on their own to solve the urgent need; second, off peak holidays. Factories in urgent need of production can now take a holiday and start work again on National Day."
"This is not realistic. The cost of self generation is very high. Usually, we use electricity at peak and valley levels at about 0.8~0.9 yuan per kilowatt hour. If we rent a diesel generator, the cost is about 1.6 yuan per kilowatt hour, which is nearly twice as expensive. I now rent a generator at 200000 yuan per month, compared with 100000 yuan per month. It does not include the cost of buying or renting a generator." Mr. Li told reporters.
According to the reporter, based on the monthly power demand of 300 kilowatt hours, the rent of the generator set plus the silent cover is about 20000 yuan/month; If purchased, a machine costs about 60000 to 100000 yuan.
As for off peak holidays, it is also difficult for many business owners. "Now everyone is at work, and my staff is on holiday. Who does he play with? When the National Day comes, everyone will have a holiday, and he must be uncomfortable to work." Li Bing said.
"Off peak holidays? The National Day is three times the salary. Now the labor law is so strict, I dare not take such days off in lieu." Another business owner also believes that off peak holidays are not feasible.

Many business owners said that such power rationing is rare. At present, it is the peak period of "Golden Nine Silver Ten" orders, especially the electricity demand of the second and third industries continues to be strong. From January to August, the power consumption of the whole society in Guangdong Province was 525.273 billion kWh, with a year-on-year growth of 17.33%, of which the power consumption of the second and third industries increased by 18.30% and 23.13% respectively.
An industry insider said that the current tension in electricity use in Guangdong has complex causes, the most important one being the shortage of power supply. "The thermal power plant has lost more than 10 cents once generating electricity, which has been lost for more than a month. Against this background, how can the power plant have the power to increase power supply? None of them can generate electricity at full load."
It is understood that thermal power is the main source of power in Guangdong, accounting for about 70%. Steam coal broke through the 1000 yuan mark at the beginning of September, and has since hit a record high. Up to now, the main contract of steam coal futures has reported 1221.8 yuan/ton, an increase of more than 60% in the past quarter. The cost of thermal power enterprises increased significantly, resulting in some power plants suppressing demand.
