How to register a dog? It can be handled online or offline. "The dog owners who have more than one dog at home should pay special attention to the registration time." The above responsible person reminds that the number of dogs that have been raised before December 31, 2023 is unlimited, but they should apply for registration before February 29, 2024. From March 1, 2024, if you apply for the registration of dog breeding, you can only raise one dog per person per residential address. If the number of dogs exceeds the limit, you should transfer them to a person who meets the conditions for dog breeding registration to raise, move out, or send them to a dog detention center.

Dog owners who carry dogs out of the house shall wear dog tags for dogs; Avoid others when carrying dogs out of the house; When taking an elevator or going up and down stairs with a dog, it is necessary to take safety measures such as wearing a mouth (neck) cover for the dog, hugging the dog, or putting the dog into a dog cage or dog bag... The Regulations clearly stipulate the relevant legal responsibilities of the dog keeper, and those who refuse to correct after warning will be fined according to the specific circumstances.

For example, if a dog is taken out of the house without being led by a leash (chain) that meets the requirements, and there are violations of public security management such as disrupting public order and social management, the public security organ will give a warning; If they do not correct after warning, they will be fined 200 yuan. If the circumstances are serious, they will be fined between 200 yuan and 500 yuan.

For the "prohibited dogs" that frequently cause disputes, the relevant person in charge of the Municipal Urban Management Committee said that for the prohibited dogs that have been raised before December 31, 2023, the dog owners should remove the dogs or send them to the dog detention center before February 29, 2024. After the implementation of the Regulations, those who raise prohibited dogs shall be ordered by the urban administrative department to make corrections within a time limit, and each dog shall be fined 2000 yuan; If it fails to make corrections within the time limit, the dog shall be confiscated and sent to the dog detention center.

For the types of prohibited dogs, citizens can inquire through the announcement issued by the Municipal Bureau of Agriculture and Rural Affairs or its official website, or log on to the Notice on Urban Dog Raising issued by the Fuzhou Urban Management Committee website. Homeless stray dogs affect the hearts of some dog lovers. At present, Fuzhou has set up a detention center for dogs, which can accept puppies sent by dog owners. "The dog detention center will number and take photos of the dogs without owners one by one, register them according to the receiving area, breed, coat color, weight, gender, age, health status, sterilization and diagnosis records, whereabouts and other information, and enter them into the dog management information system to facilitate the adoption of qualified people." What if the dog sent by the dog owner is abandoned by the adopter? According to the Regulations, citizens can report to the city management department, and the city management department will order them to take back within a time limit. If they do not take back within the time limit, they will be fined 1000 yuan and their dogs will be confiscated. If the adopter is subject to three or more administrative penalties due to illegal acts of dog keeping within three years, the city administrative department shall not register the dog keeping.
