Following the bidding consultation meeting held on February 28, the manufacturers of TD-SCDMA equipment submitted the engineering specification questionnaire to China Mobile yesterday. However, this is not a formal tender, but a "preliminary investigation" of China Mobile.

At present, the new round of TD-SCDMA network construction is mainly based on China Mobile, and is carried out in 10 cities. Among them, China Mobile will undertake the construction of 8 cities, including Beijing, Shanghai, Guangzhou, Shenzhen, Tianjin, Qinhuangdao, Shenyang, Xiamen, etc. China Telecom and China Netcom will be respectively responsible for expanding their networks in Baoding and Qingdao. Previously, China Mobile, China Telecom and China Netcom mainly built TD-SCDMA pilot networks in Beijing, Qingdao, Xiamen, Shanghai and Baoding.

It is understood that the provincial companies of China Mobile will complete the demand confirmation and reporting of TD network main equipment before March 5, and the centralized procurement work of the group company will start on March 6.

According to the internal schedule of China Mobile, all core equipment procurement will be completed by May 31, terminal procurement will be completed by October 31, and network construction and optimization will also be completed by October 31.

It is reported that the new round of investment plan for TD-SCDMA approved by the National Development and Reform Commission is 26.7 billion yuan, including 23.7 billion yuan for network equipment, and 3 billion yuan for the purchase of TD-SCDMA mobile phones. Although China Mobile did not announce the company's specific bidding plan, a "China Mobile's plan to expand the construction of TD-SCDMA technology pilot network" came out of the company, indicating that China Mobile will invest more than 15 billion yuan in the construction of TD network in the middle of 2007.

As one of the main participants in this round of large-scale expansion of TD-SCDMA, China Mobile's share price has shown a downward trend in recent days. Market analysts believe that TD-SCDMA has low maturity and high risk compared with external technical standards such as WCDMA. However, UBS's latest research report significantly raised the target price of China Mobile from 80 yuan to 108 yuan, and gave it a "buy" rating. UBS said that even if China Mobile is the most popular company to obtain domestic 3G TD-SCDMA, it is estimated that China will delay the introduction of 3G licenses, and the restructuring of related industries will also be delayed, which will help the company continue to enjoy market leadership.

According to the report of the Research Institute of the Ministry of Information Industry, once China starts 3G, it is likely to generate a telecom equipment market worth up to 1 trillion yuan, a telecom operation market worth 2.5 trillion yuan, and a telecom value-added service market worth more than 1 trillion yuan, totaling about 4.5 trillion yuan.
