Examine and approve the adjustment plan of meteorological stations according to their responsibilities and authorities; To organize the collection and distribution of meteorological observation data within their respective administrative areas; Protect the environment for meteorological observation according to law and administer foreign-related meteorological activities in their respective administrative areas.
To organize joint monitoring and forecasting of major disastrous weather across regions and departments within their respective administrative regions, to put forward preventive measures for meteorological disasters in a timely manner, and to make comments on major meteorological disasters, so as to provide decision-making basis for the people's governments at the corresponding levels to organize the prevention of meteorological disasters; To administer the issuance of public meteorological forecast, disastrous weather warning, agricultural meteorological forecast, urban environmental meteorological forecast, fire danger meteorological grade forecast and other professional meteorological forecast within their respective administrative areas.
Formulate proposals for weather modification operations, and manage, guide and organize the implementation of weather modification operations under the leadership and coordination of the people's government at the same level; Organize and manage the lightning disaster prevention work, and guide the detection of lightning disaster protection devices installed on buildings, structures and other facilities that may be attacked together with relevant departments.
Be responsible for putting forward suggestions to the people's government at the same level and relevant departments at the same level on the utilization and protection of climate resources and the promotion and application of climate resource zoning and other achievements; Climatic feasibility demonstration of climate resource development and utilization project.
To organize the publicity and education of the meteorological legal system, be responsible for supervising the implementation of relevant meteorological laws and regulations, punish the acts violating the relevant provisions of the Meteorological Law of the People's Republic of China according to law, and undertake relevant administrative reconsideration and administrative litigation.
To uniformly lead and manage the planned finance, organization establishment, personnel and labor, scientific research, training and business construction of meteorological departments within their respective administrative regions; Cooperate with the local (municipal) people's government to implement the dual management of the local (municipal) meteorological institutions, with the department as the main body; Assist the local party committee and the people's government in the spiritual civilization construction and ideological and political work of the local meteorological department.
Undertake other tasks assigned by the China Meteorological Administration and the provincial people's government.
