People's Daily Online, Lanzhou, March 12 (Reporter Gao Xiang) Recently, the Human Resources and Social Security Department of Gansu Province, the Provincial Finance Department and the Provincial Taxation Bureau jointly issued the "Plan for the Overall Implementation of Work related Injury Insurance in Gansu Province at the Provincial Level" (hereinafter referred to as the "Plan"), specifying that from January 1, 2024, the work related injury insurance fund will be collected and disbursed at the provincial level, and the development of work related injury insurance in Gansu Province will enter a new stage.
The Plan adheres to the principle of fairness and uniformity, further standardizes the policies and standards of industrial injury insurance in the province, improves the management mechanism of industrial injury insurance fund, and gradually realizes "six unifications" throughout the province, namely: unifying the scope and objects of insurance participation, unifying the rate policy and payment standard of industrial injury insurance, unifying the identification methods of industrial injury and labor capacity, unifying the payment standards of benefits Unify fund revenue and expenditure management, unified handling process and information system.
The Plan specifies that the industrial injury insurance fund shall be subject to unified income and expenditure, namely, the fund shall be subject to "two lines of income and expenditure", paid in full, and managed and used uniformly at the provincial level. The provincial adjustment fund for work-related injury insurance will no longer be set up at the provincial level, and the reserve fund will no longer be set up in each city or prefecture. Each month, the financial departments at all levels will transfer all the funds to the special financial account of the provincial social security fund. After the expenditure plan is approved by the human resources and social security department and reviewed by the financial department, the provincial social security agency will allocate the funds to the expenditure account of the social insurance agency in each city (prefecture), All localities shall pay the work-related injury insurance benefits of the current month in full and on time.
In terms of risk prevention and control, the Plan makes it clear that the unified budget management system of the province will be implemented, the budget preparation and review procedures of the industrial injury insurance fund will be standardized, the budget implementation constraints will be strictly enforced, the application of performance evaluation results will be strengthened, and the fund safety will be effectively maintained. We will use the unified industrial injury insurance information system in the province to improve the whole process of business handling and public service matters such as insurance payment, industrial injury recognition, labor capacity appraisal, treatment application and allocation, fund supervision, etc., and the province's online work system. We will give full play to the advantages of provincial concentration and data efficiency, achieve full chain and intelligent supervision, and carry out regular supervision and inspection, Prevent job related crimes and fraud, and protect every "pension money" and "life insurance money" of the insured.
According to the relevant person in charge of the Department of Human Resources and Social Security of Gansu Province, the Plan puts more emphasis on the improvement of security capability, establishes a dynamic adjustment of the rate and a responsibility sharing mechanism for fund gaps, strengthens the monitoring and early warning of fund operation, and timely adjusts the specific standard of the industry's benchmark rate on the basis of comprehensive consideration of the economic development level, financial status, fund collection and payment and other budget performance management factors in Gansu Province, Effectively balance the fund burden across regions, improve the mutual aid and use efficiency of funds, enhance the anti risk ability of funds, safeguard the legitimate interests of employees, and ensure the safe and sustainable operation of industrial injury insurance funds.
