Song Yuchun is a villager of Matangzhai Village, Fangjiaying Township, Wei County, Hebei Province. He has four daughters. Except for the eldest daughter (who died 10 years ago and left 5 children) who married in the village, the other three daughters had married in other villages many years ago.

Song Yuchun, 73, often went to the county seat to sell vegetables because he had no financial resources. His wife, the same age, picked up junk in the village to make a living.

On February 4, the reporter saw in Matangzhai Village that Song Yuchun and his wife were living in three low and shabby adobe houses without a decent bench. "This house was built in 1963 and has always been like this." According to several villagers, compared with other families in the village, the old couple's life is more difficult.

In the middle of December 2008, a "list of low-income households reporting to township and county in 2009" was posted on the village affairs bulletin board of Matangzhai Village, but Song Yuchun and his wife were not on the list.

The reporter saw that the controversial list was still posted on the public column of village affairs, with 53 names on it. Villagers told reporters that among these names were Ms. Wang, the mother of Song Guibao, the village branch secretary, Ms. Kong and her aunt Zhao, the mother of Zhao, the village family planning cadre, and Ms. Li, the mother-in-law of Hu Jinhai, the head of the village committee.

Some villagers are puzzled by this list. There are more than 2000 people in the village. Of the 53 people who are determined to enjoy the minimum living allowance, there are so many relatives of village cadres. However, some people who think life is difficult are not on the list.

According to the villagers, Song Guibao is now the secretary of the village branch, and his brother is the principal of a school; The village family planning cadre, Mr. Zhao, has several brothers, and the living conditions are also good. His aunt, Ms. Zhao, has been included in the list of subsistence allowances, but has not lived in the village for many years; Hu Jinhai, the head of the village committee, has a brother who is doing business outside. The family is in good economic condition.

Song Guibao, secretary of the village branch, told reporters that he had been secretary of the village branch for several times. When his mother was first included in the list of subsistence allowances at the end of 2007, he was temporarily absent from the position of the village branch secretary for some reason, so there was no relationship between the two. He said his mother was 86 years old and had taken medicine for many years due to illness. At the end of 2008, the village cadre again determined the villagers who would enjoy the minimum living allowance in the coming year. When discussing his mother's situation, he also avoided.

As for the family members of many village cadres on the list, Song Guibao believes that it is not a deliberate "care", but a question of determining standards. He said that when determining the list, village cadres mainly considered three types of people: the elderly, the sick and the disabled. The family members of the village cadres on the list, some of whom are old and some of whom are ill, are entitled to the subsistence allowance. However, he also thought it was inappropriate for some people to be elected. For example, Ms. Zhao, the aunt of Zhao, a village family planning cadre, and as a village secretary, he had "not seen this person for a long time".

According to Song Guibao, this list was collectively determined by the village cadre team. The villagers' representatives were supposed to have a meeting together, but for various reasons they were unable to gather together.

According to the Interim Measures on the Minimum Living Security for Rural Residents in Weixian County, the specific qualification conditions of the minimum living security objects in Weixian County are as follows: rural residents who have no source of income, no ability to work, and are unable to determine a supporter or caregiver, orphans whose parents are both dead and whose legal caregivers are unable to support them, are approved to enjoy full treatment; For rural residents whose main members of their families have lost their ability to work due to disability caused by disease and whose family life has been difficult all the year round due to disasters, they are approved to enjoy differential subsidies.

In addition to the controversy caused by the list itself, many villagers questioned the process of determining people enjoying the subsistence allowance in Matangzhai Village.

The reporter learned from the Civil Affairs Bureau of Weixian County that those who apply for the rural minimum living allowance should apply to the village committee and submit relevant certification materials. The village committee shall investigate and verify the family income and actual situation of the applicant, submit the information to the villagers' representative meeting for discussion and then publish it in the village, and then submit the information to the township government for review; The relevant personnel of the township government will return the audit results to the applicant's village for re publicity after the household survey; After the review meets the conditions, report the relevant materials to the county civil affairs bureau for verification; The county civil affairs department shall check and approve the subsidy level for those who meet the minimum living standard, and entrust the village committee to publicize it.
