Although it has been reported many times, no one cares. Before and after the National Day, reporters from China News Network interviewed about this matter.

"Refinery" is the title given to the asphalt mixing plant of Qiaoxi Municipal Office of Zhangjiakou City by ordinary people. It is reported that when asphalt is mixed, the "refinery" emits thick smoke, and the smell is unpleasant.

"Refinery" is located at the foot of the mountain in the north of Xiaobai Mountain in Qiaoxi District, Zhangjiakou City. Now, Xiaobai Mountain has been transformed into an ecological park with more than 600 mu of trees, forming a natural oxygen bar with fresh air and beautiful environment. Around Xiaobai Mountain, there are more than ten new residential areas.

Xing Lijun, who lives in Tianbao North Garden, Qiaoxi District, Zhangjiakou City, said that when he goes out every morning and walks in the community, he is always disheartened by the falling dust. He said: "I came here to buy a house because I had a crush on the ecological park of Xiaobai Mountain. I never dreamed that there was still an 'oil refinery' at the foot of the mountain. If this continues, I will have to move."

Aunt Liang Sumei felt the same way as Xing Lijun. She told the reporter, "I have lived here for more than 30 years. I used to live in two bungalows. I always thought that the 'refinery' would move after the construction of a residential area. Unexpectedly, it was still stuck in the nail. Every autumn, when the wind blows from the west to the north, I dare not open the window.".

On the morning of September 30, the reporter met Tian Yuwu, an old man who lives in Wapenyao, Qiaoxi District. The old man was nearly 80 years old. He told reporters: "He used to come here to exercise. In autumn, it always blew northwest wind, and the smell of a factory behind the mountain was choking. Today, he came without seeing black smoke."

According to Mr. Zhang Mingwang, the gatekeeper of the asphalt mixing plant, this plant has produced municipal paving asphalt for more than 20 years. These days, the construction period is tight, and it starts to burn at 6:00 every morning.

   Environmental Protection Bureau official: relocation is "not so simple"

On September 30, the reporter interviewed Zhang Aijun, the leader of the environmental supervision team of the Qiaoxi District Environmental Protection Branch of Zhangjiakou City. Zhang Aijun said that he had received complaints from the residents, but there was a factory here first, a residential area in the back cover. It is not so simple to shut down the "oil refinery" for more than 20 years at once. "Specific problems need to be understood by the inspection team".

Later, the reporter found the leader Wang of the inspection team of the environmental protection bureau of the district, who also admitted to receiving feedback from residents many times. He said: "The inspection team has issued three or four rectification notices to the 'refinery', but the 'refinery' simply ignored. We have also measured the smell of asphalt. Although the smell is unpleasant, it will not cause harm to human body."

According to Captain Wang, the "refinery" is responsible for the whole oil sand mixing work in Qiaoxi District. In recent years, there have been many municipal projects in Qiaoxi District. "It is estimated that it will take more than 20 days to dry before the ground freezes". As for whether we can handle matters in accordance with the law, Captain Wang said: "The 'refinery' belongs to Qiaoxi District, and the Environmental Protection Bureau belongs to Qiaoxi District, so we can't push it to the Municipal Environmental Protection Bureau. There's no way."

The reporter found that as early as August 3, residents complained about the pollution through Zhangjiakou Environmental Information Network, and Zhangjiakou Environmental Protection Bureau also replied in a timely manner. The reply said, "According to the principle of" territorial management and hierarchical responsibility "in the national Petition Measures, Zhangjiakou Environmental Protection Bureau has instructed the Qiaoxi District Environmental Protection Branch to investigate. Please wait for a while, and the Qiaoxi District Environmental Protection Branch will solve the case as soon as possible. Please consult the Qiaoxi District Environmental Protection Branch for the progress of case handling.".

The residents did not agree with the reply of the two captains of the Qiaoxi District Environmental Protection Branch. Uncle Tian Yuwu said: "The officials of the Environmental Protection Bureau are just trying to find excuses for themselves. Why should there be a factory first and then a residential area? The government is not unaware that 'refineries' pollute the environment, and they have built so many residential areas here.". He said: "Enterprises like this should have moved long ago. The government does this without considering the living environment of the people!"

On October 6, Zhang Zhiqiang, the director of the asphalt mixing plant of Qiaoxi Municipal Office, said in an interview with reporters: "We know that residents are reflecting, and we have made reports many times and want to move. But it depends on the opinions of the district." (End)
