The meeting decided that the whole country should gradually expand the coverage of the low rent housing system. By the end of this year, in all cities divided into districts, all families who meet the requirements of housing difficulties and apply for rental subsidies should basically ensure that they are fully insured; By the end of next year, it will cover all counties. By the end of 2008, the eastern region and other areas with conditions should take the lead in expanding the coverage to low-income families with housing difficulties; By the end of 2010, all low-income families with housing difficulties in cities across the country should be included in the security coverage.
The meeting required that local finance at all levels should include the low rent housing security fund into the annual budget expenditure arrangement, and the proportion of the net income from land transfer to the low rent housing security fund should not be less than 10%. For low rent housing and Affordable housing For construction, all kinds of administrative fees and governmental funds will be exempted. The policy of administrative allocation will continue to be implemented for construction land, which will be prioritized in the annual land supply plan, and land use indicators will be listed separately.
